These tasks must be mastered by SMEs against the background of the following problems: - blatant & growing shortage of skilled workers - large qualification deficits, especially in the Green Economy - loss of attractiveness & low qualification of school-based VET - low rates of further training & insufficient orientation of offers to SME needs - ageing of entrepreneurs & high, growing shortage of young people (demographic change) - failure of business transfers & low rates of business start-ups - low innovation rates & insufficient productivity - not enough cooperation between universities and SMEs & a lack of teaching geared to SME needs - comparably low internationalization of SMEs & many vocational training providers To meet these challenges, 22 project partners from 7 countries and 70 associated partners from 13 countries have developed, operated and ensured the long-term continuation of eight centres of vocational excellence for the green economy. The centres introduce dual education and implement a wide range of measures in vocational training, further education and higher education, which are developed, tested and evaluated in the project. The eight center developed and implemented 7 Train the Trainer programs, 59 vocational trainings, further education and study programs, 5 tools and support programs and 10 concepts and political strategy programs. The educational measures cover Green Economy, Digitalization and Entrepreneurship. Vocational and educational counselling and innovation support for SMEs were developed and implemented.

This book will help readers with a better understanding of rural China from the micro perspective of household behaviour. This book won the Monograph Award (ranked 1st out of 6 winners in total) in the Third China Rural Development Research Award (2008). It was also awarded theSecond Class Excellent Research Achievement in Humanities and Social Sciences by the Ministry of Education (2009). With the help of rich and detailed first-hand data collected from fixed observation sites in ten villages in Zhejiang for 17 consecutive years, this book gives a panoramic analysis of Chinese rural society in transition from the viewpoint of rural household behaviour. It starts the examination from individual rural households, before develops the investigation to the whole villages, so that the study could be carried out in a coherent, reliable and systematic way. Viewing the countryside from its micro perspective under the national political economy framework, the book steps out of the traditional way of inspecting exclusively the rural households and therefore is able to generalise its conclusion at a macro level. The award selection panel in 2008 believed it a unique monography for understanding the macro transition of the Chinese “agriculture, countryside and peasant (三农)” issues from the micro aspect of household behaviour.

Book excerpt: The World Bank has a long history of investing in China's technical and vocational education and training (TVET), dating back to the 1963 Higher Education Project, which benefited selected tertiary TVET programs in project schools. The initial World Bank projects for TVET in China were designed mostly on the national level, supporting selected institutions in multiple provinces. Starting in 2006, based on strong analytical work and increased demand from various provinces, the World Bank began a direct policy dialogue with interested provinces, and in turn started supporting provincial level projects in TVET. These include the Guangdong Technical and Vocational Education Project and the Liaoning and Shandong Technical and Vocational Education Project, both of which are currently under implementation. Located on the southwestern border of China, Yunnan is a medium-sized Chinese province with abundant natural resources and high levels of ethnic diversity. Although Yunnan is still one of the poorest provinces in China, it has experienced rapid economic growth rates over the last decade and is expected to maintain an annual growth rate of 10 percent or higher. The recent national Bridgehead Strategy has further positioned Yunnan as a strategic gateway in the Southwest region, providing tremendous new opportunities for its development. The study is aimed at facilitating policy development leading to a demand-driven, high-quality, and equitable education and training system conducive to lifelong learning. The experience of Yunnan also sheds light on skills development in China, as the analysis in this report situates Yunnan in the broader national context. The intended audience includes policymakers in the Ministries of Education, Human Resources and Social Security, Agriculture, and Finance, and the Poverty Alleviation Office and National Development and Reform Commission. The report would also be of interest to researchers and development workers interested in understanding skills development in China.
