Book excerpt: This paper reviews the WTO's first Trade Policy Review (TPR) of the United Arab Emirates. The TPR raises a number of concerns about barriers to foreign investment and competition. In reviewing the evaluation, the approach adopted in this paper is to elaborate on two main issues, insufficiently developed in the TPR. The first is investment treaties, which are treated by the UAE as legally superior to and prevailing over domestic legal instruments. The second is free trade zones, which constitute an economic enclave free of barriers to foreign investment and competition. The paper provides preliminary statistical evidence on the relationship between inward FDI, free trade zones and bilateral investment treaties, suggesting the presence of a statistically significant positive association between the three. The evidence lends initial support to the concerns raised by the review.

Available in PDF, EPUB and Kindle. Book excerpt: The WTO's Trade Policy Review Mechanism, which reviews the trade policies and practices of each WTO member at regular intervals, is generally considered to function well. In this day and age, complacency is unwise. Examining trade policy reviews throughout the lifetime of the TPRM, this book details its evolution from Article X of the General Agreement on Tariffs and Trade to the proposed modifications resulting from the mechanism's latest appraisal, examining the budgetary capabilities and technical performance of all the main entities who participate in the reviews. On the basis of these considerations, the author concludes that in order to remain relevant, especially in times of increased global protectionism, the TPRM could, and should do better, and provides unique and timely suggestions for reform.

This book was released on 2018-11-05 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: The document is based on the publication “Review of Agricultural Trade Policies in former Soviet Union countries 2015-16” available in Russian. The main economic and political factors influencing the patterns of agrifood trade in the region during 2014 generally continued to have an impact in 2015 and 2016. In particular, a further slowdown in economic growth was observed in all countries during 2015. In addition, the depreciation of all the national currencies against the US dollar and the euro , which began in 2014, continued in 2015 and, in some cases, in 2016. Due to weaker national currencies and falling consumer demand, the total value of imports of agrifood products in dollar terms decreased in many countries. The decline in demand for agrifood products in the region and lower international prices also contributed to the reduction in the value of agrifood exports from the region. At the same time, the last two years have been marked by stronger integration processes affecting agr ifood trade among several countries in the region.

Book Synopsis The UAE by : William Gueraiche

Book excerpt: The seven emirates that make up the United Arab Emirates were little known until the spectacular success of Dubai. The branding of the city not only raised awareness of Dubai, and brought Emiratis one of the highest standards of living in the world, it also spread positive representations of the UAE to the world at large, in striking contrast to more familiar representations of the Middle East. Advertising campaigns built a near-perfect image. The city's bold architecture, such as Burj al Arab, and futuristic projects such as the Palm Islands, helped create an image of modernity, and themes like luxury, personal safety, and excellent service were successfully used to alter western perceptions of the Arab world. Yet how does the image compare with the reality? William Gueraiche's work is the first scholarly study of the UAE's campaign to establish itself on the international stage and to explore the impact that its economic transformation has had on the country. In particular the author compares the image – a country that is an icon of modernity open to globalization and dialogue with the western world – and the reality – a society that nonetheless seeks to maintain a closely guarded Islamic ethos. Emirati society remains at core conservative and the preservation of Arab-Islamic identity remains important, yet the UAE has the highest proportion of foreigners of any country in the world. What does this mean for the identity of Emiratis living there and what are the implications for foreigners working there? In this engaging and deeply researched book the author also explores the environmental costs of the Dubai lifestyle – manifest in the world's highest electricity and water consumption per capita – its 'Look East' policy and increasing volume of trade with eastern Asia, and the ways in which the UAE has sought to challenge the traditional hegemony of Saudi Arabia in the region. In a final chapter the author examines the impact of the economic depression that called the whole representation of Dubai into question. Offering a fresh perspective that goes beyond the usual polarisation of either denigrating the country or commending it unreservedly, William Gueraiche's important book will be welcomed by all those with an interest in the UAE, modernity and the wider Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: This is a book about the modernization of public governance and the development of strategic states. It focuses on six Gulf countries (United Arab Emirates, Oman, Qatar, Bahrain, Saudi Arabia and Kuwait) and presents research findings from quantitative data analysis and comparative analysis of the trends and developments of the six Gulf states. The book analyses the workings of the governments of the Gulf States, including the way that they have tackled national development since the mid 1990s. This includes how their strategies for economic diversification have been reflected in trends in revenues from "oil rents" and whether they are still rentier states or not. Evidence is presented on key topics such as government strategies and long-term strategic visions. Careful consideration is given to reputational evidence and to the strategic process capabilities of the governments: integration and coordination of government machinery, mobilizing public and private stakeholders, evaluating, and adapting – all defined as strategic process capabilities. This examination of government is also used to study their performance in strategic results areas: the economy, the natural environment, and the happiness of their citizens. The countries emerge from this analysis as far from identical in terms of capabilities or in term of performance.
