Book excerpt: This volume investigates the links between employment, trade and structural transformation. In the context of global rebalancing, accompanied by inevitable changes in trade patterns between Asia and the rest of the world, the volume's chapters analyze the links between trade openness and trends in employment and its quality. Specifically, through Asian case studies (both analytical and econometric), the volume examines how trade and export-led growth models have led to specialization and evolving demands on various types of labor. The rapidly changing labor market contours in developing Asia during this era of globalization, along with the new context resulting from the recent global financial crisis and new insights from theoretical literature, have led to the need for such studies. This volume helps fill this gap in the literature.

Book excerpt: Aid for trade has an important role to play in supporting Asia and the Pacific’s recovery from the coronavirus disease (COVID-19) pandemic, especially for the region’s lower-middle-income and least developed countries. Aid for trade can help by supporting forward-looking trade and digital policies that reduce vulnerability, strengthen resilience, and foster economic growth. This report looks at how aid for trade should be modernized so it reflects new economic and trade realities including the risk of global value chains disruptions, preference erosion, the emergence of new digital technologies, and the rising need for regional cooperation.

Both provide services that embody local cultures, in which there is extensive public sector participation and significant domestic regulation. At the same time, both are dramatically affected by the information and communications technology revolution. The production of information content now involves huge costs in terms of research and development or artistic talent, whilst the cost of making such products available to other consumers is very low. This in turn challenges the effectiveness of domestic regulation and raises fundamental questions about its purpose, calling for an increased scope for international trade and investment, and the development of supply chains.Yet, both areas are lightly committed in international trade agreements like the GATS. This lack of commitment and the lack of additional impact from negotiations in bilateral discriminatory trade agreements are cross-cutting themes in the book.Trade Policy in Asia responds to these issues to provide readers with a comprehensive and consistent treatment of policy in the higher education and media services sector across a range of Asian economies little studied in the existing literature. The book opens the discussion with an overview of global trends in each area, followed by detailed, country-specific studies. Through comparative work, it identifies common elements across these sectors and highlights critical implications for trade policy.Education services themes include the growth and impediments involved in various forms of trade and investment; the emergence of a ‘new wave’ of globalization; obstacles faced by domestic providers in supplying services; a common ambition to become an education services hub for international students; and the scope for greater international cooperation in research.Media services themes include the impact of new technology on options for content delivery and the associated problems for policy implementation and copyright protection, and the new challenges of globalization for social goals relating to local cultures, as well as risks involved in implementing policies that pursue these goals.

Available in PDF, EPUB and Kindle. Book excerpt: The connections between trade and security are hardly new. Analysts and practitioners have clearly recognized this interrelationship since the mercantilist arguments of the 16th and 17th centuries. Despite wishful economic liberal thinking that might prefer to separate the political from the economic, it is widely recognized that trade and security are fundamentally interconnected in the foreign policy of states. Over time, as new forms of trade policy have come into being and the international security environment has evolved, the nexus of these two spheres has grown more complex and scholars have struggled to understand their interconnection This edited volume addresses linkages between trade and security by examining the influence of security factors in driving trade policy measures and the corresponding implications of different types of trade arrangements for international security. Ultimately, the project shows that several elements—traditional economic factors, traditional security factors, and human security factors—can affect the development of trade agreements and unilateral policies, and that trade policies may have both a direct and an indirect effect on traditional and human security. The project focuses on Asia, a region where economics is increasingly important but many security issues still linger unresolved, as a primary setting to test trade linkage theories. It also provides a comparative perspective through examination of how the EU and US have used their trade policies to achieve non-economic goals and how these policies have influenced their security environment. Case studies in this project cover key trade institutions and agreements including the World Trade Organization, the Association of Southeast Asian Nations, ASEAN Plus Three, the East Asia Summit, the Asia-Pacific Economic Cooperation forum, the Shanghai Cooperation Organization, and bilateral preferential trade agreements.

Available in PDF, EPUB and Kindle. Book excerpt: East Asia is the region of the world that is changing fastest in terms of trade arrangements. Dozens of free-trade agreements are signed every year, turning a complex situation into the East Asian noodle bowl of FTAs. This book addresses the crucial question posed by these new agreements how do they affect business? While many studies have focused on government-to-government issues, this book gets to the heart of the matter, studying what it means for the firms actually doing the trade and investment. I recommend this book to any serious student of trade, particularly those interested in understanding the rapidly evolving landscape in this most dynamic part of the world. Richard Baldwin, Professor of International Economics, Graduate Institute, Geneva, Switzerland The pursuit of more than one hundred Free Trade Agreements in East Asia is quietly producing a fundamental change in the global economic architecture. This path-breaking new volume provides an indispensable guide to the practical effect of such agreements on commercial transactions in the region. It is a must-read for businessmen and policymakers who seek to both understand the impact of FTAs in the real world and expand their contributions to economic growth and development. C. Fred Bergsten, Director, Peterson Institute for International Economics, US [East Asia] needs to think about appropriate measures to overcome the Asian FTA noodle bowl in the future. In this vein, the study suggests several practical measures including encouraging rationalization and flexibility of rules of origin, upgrading origin administration, improving business participation in FTA consultations, and strengthening institutional support systems for SMEs. . . It is hoped that this study will contribute to strengthening regional trade policies in Asia and compatibilities with global trade rules. Haruhiko Kuroda, President, Asian Development Bank This is a valuable contribution in a crowded field. Kawai and Wignaraja have gone beyond familiar arguments about the relative merits of regionalism and multilateralism to ask businesses what it all means to them. Policymakers should take note. Patrick Low, Chief Economist, WTO For policymakers in the region, the debate is no longer between regionalism and multilateralism. The real question is how we should create the model for regionalism that will become the building blocks to a multilateral trading system and avoid raising costs of doing business from the noodle bowl effect. Therefore the comparative and micro-level research found in this book provides valuable insights on the impact of FTAs on businesses. These insights will be relevant input as policymakers forge ahead in implementing regional FTAs, thinking of ways to amend and improve on them and, most importantly, harmonize or consolidate between existing regional FTAs in East Asia. Mari Pangestu, Minister of Trade, Indonesia The spread of Asia s free trade agreements (FTAs) has sparked an important debate on the impact of such agreements on business activity. This pioneering study uses new evidence from surveys of East Asian exporters including Japan, the People s Republic of China, the Republic of Korea and three ASEAN economies of the Philippines, Singapore and Thailand to shed light on the FTA debate. Critics are concerned that FTAs erode the multilateral trading process and foster an alarming noodle bowl of overlapping regulations and rules of origin requirements which may be costly to business. Asia s Free Trade Agreements makes key recommendations for improving business use of FTA preferences, reducing costs of FTAs and creating a region-wide FTA. This well-researched and documented book will appeal to undergraduate and postgraduate students in international business, international economics, economic development, public administration and public policy. Academics, researchers and members of think-tanks around the world will also benefit from this book as will trad

Book excerpt: The rapid development of Pacific Asia over the past twenty years offers an excellent opportunity to analyze the dynamics of economic growth. Trade and Structural Change in Pacific Asia explores the nature and causes of changes that have occurred in the economic structure of Pacific Asia, the relationship between these changes and economic growth, and the implications of these changes for trading relationships. Themes in the research reported here includes the sectoral composition of output and trade; rates of structural change in production and exports and their relation to economic growth; the effect of abundant resource endowments on industrialization and manufactured exports; the nature of the mix between active government policies and market forces; and the balance between demand-determined and supply-determined industrialization and exports. Many of the issues explored have important implications for United States foreign economic policy, and the volume includes a look at the basic economic and political forces influencing shifts in United States trade policy in the postwar period. A timely and informative analysis, the volume probes the causes and consequences of economic growth in Pacific Asia, focusing on the interaction of exports of manufactured goods and the developmental process. The results reported contribute to ongoing research in structural change and economic policy and will be important to economists working on empirical patters in international trade and the process of economic development.

Available in PDF, EPUB and Kindle. Book excerpt: In an era of globalization, trade in goods and cross-border services and capital flows play a key role in determining the economic growth path of countries. Over the last two decades, countries have embarked on several alternate tracks to liberalize and deepen their linkage with the world economy. The growing trade-investment nexus and the emerging developments lead to deeper international production networks, rise in cross-border trade in services and in regional trade agreements and so on. The debate of whether it is possible to empirically validate the potential benefits of this deepening trade-investment linkage is ongoing. The evidence in literature is, however, ambiguous. This book contributes to the literature by looking at Asian economies and at the EU, Maghreb countries and Pacific Island economics. It examines the issues under four broad areas, namely: (1) trade: theoretical and policy issues, (2) factor flows: impact on trade and welfare, (3) impact of trade and factor flows on environment and (4) institutions, international trade and policy issues.
