Book excerpt: The study provides a detailed quantitative analysis, based on standard econometric models, of the trends and the configuration of trade of the CIS countries, with an emphasis on its low income members. It also contains an analysis of the CIS countries' trade potential and its realization in a comparative perspective, as well as examination of the nature of the existing CIS intra-bloc trade.The study revealed no evidence that the CIS countries as a group underperform significantly in terms of either trade openness or export levels when compared to the countries of similar per capita GDP and population size. This means, however, that the low-income economies in the CIS (CIS-7) have been performing on average just marginally better than other low-income countries and that, overall, they have been falling behind the countries that benefit most from globalization.Overall, progress in the trade area was slower in the CIS-7 countries than in the higher income CIS members. This is reflected in: (i) lower overall export levels and slower export growth in the second half of the 1990s; (ii) higher trade deficits; (iii) lower share of manufacturing exports; (iv) incomplete re-orientation of trade flows from the CIS to global markets; and (v) lower incidence of intra-industry trade.The study found that the CIS free trade area is, on balance, a beneficial, trade-facilitating bloc. It features a free trade regime, agreements on mutual recognition of standards, and non-restrictive rules of origin. There is no evidence so far that the CIS integration is of the “South-South” type and thus may be harmful for some of its members. However, the potential benefits of CIS trade integration remain badly underutilized. The study suggests several directions for strengthening the legal and administrative framework for intra-CIS trade arrangements.

The book sets out to determine whether Russian leaders have attempted to restore a sphere of influence over the former Soviet republics or whether Russia’s policies reflect a genuine desire to establish normal state-to-state relations with the new states. It adopts a comprehensive approach, analysing Russia’s policies towards the FSS across a broad range of areas: energy, trade and investment; military assistance, security provision and peacekeeping; conflict management, political support, and alliance formation. While not denying the Kremlin’s assertive role in the FSS, this book challenges the assumption that Russia has always intended to restore a sphere of influence over its ‘Near Abroad’. Rather, it argues that Russia’s policies are much more complex, multi-faceted, and often more incoherent than is often assumed. In essence, Russia's actions generally reflect a combination of legitimate state interests, enduring Soviet legacies, and genuine concerns over events unfolding along Russia’s borders. Its trade and investment policies are arguably the most liberal among the member countries of the Commonwealth of Independent States. Despite the generally progressive stance on structural policies and a sound record of macroeconomic management in recent years, economic growth has been modest, living standards are low, a large burden of external debt has accumulated, and integration into global production and trade remains limited. The growth agenda must address more carefully the constraints to greater supply-side response to ongoing reforms--an agenda that can facilitate a broad-based growth of economic activity and exports. Risks to sustainability of current growth rates and continued poverty reduction will otherwise remain high as will the economy's vulnerability to external shocks. This report is aimed at assisting authorities fashioning this agenda by focusing on three key challenges: - Identifying strategic options to strengthen prospects for medium- and long-term growth and poverty reduction; - Assessing ways of leveraging domestic trade policy reforms and existing regional and multilateral trade agreements for further regional and global integration; and - Identifying key areas where greater efforts are necessary to facilitate improvements in enterprise capability and productivity.
