Available in PDF, EPUB and Kindle. Book excerpt: Contemporary trade policy is increasingly framed in geo-strategic terms. But how much of that rhetoric is reflected in actual policy choices by the EU or its trading partners? This book provides a first systematic study of the broader international context in which EU trade agreements are conceived, negotiated, and designed. Building on a refined conceptualisation of geo-economics, the book develops a cogent framework that combines insights from scholarship on the design of free trade agreements with ideas from foreign policy analysis. Empirically, the analysis focuses on the relations between the EU and the Asia-Pacific. Following the United States’ pivot to Asia and the EU’s Global Europe strategy, China’s backyard has become the main arena in which global powers’ geo-economic strategies overlap. Building on a series of case-studies, combining the perspectives from the EU and its trading partners, the book shows that the rhetoric of geo-economic competition is yet to catch up with the actual negotiation and design of free trade agreements. This volume will be of great interest to scholars, students and practitioners who want to gain a holistic understanding of contemporary trade negotiations.

This book presents a case for improved trade relations between Indonesia and the United States and recommends advancing exploratory talks toward a US-Indonesia FTA. Book excerpt: This paper attempts to elaborate potential effect of a Comprehensive Economic Partnership Agreement (CEPA) on the trading of goods and services between the European Union (EU) and Indonesia mostly in addressing issues that might considered to be impeding the conclusion of CEPA negotiations. The agreement between the EU and Indonesia will improve the economic relations between these economies, while creating benefits for both. Indonesia and the EU began talks on the preparation for the CEPA since 2012. The CEPA has been presented as having the ability to help both parties take full advantage of unexploited economic relations between the EU and Indonesia. It will be a comprehensive agreement focusing various aspects of economic relations and moved beyond a simple agreement for removing trade barriers. While global trade liberalization in goods remains important aspect of the CEPA, investment promotion, and facilitation, the improvement of trade in services, and the creation of improved competition policy practices would also promote greater economic relations. Indonesia expects three major contributions from the CEPA, i.e.: First, the most obvious one relates to the promotion of increased trade between Indonesia and the EU. The agreement's focus on trade liberalization will increase the intensity of trade relations by lowering trade barriers and facilitating trade; Second, expected contribution of the CEPA affects trade transactions and foreign investments in services; Third, enhanced technology and skills transfer in the goods, services and investment sectors. To conclude, the EU and Indonesia free trade will provide more stable, balanced, and long-term framework on extra-regional cooperation.

Book excerpt: As preferential trade agreements are growing in number and depth, assessment of their economic impacts has become more important to inform policy-makers facing a multitude of potential preferential trade agreements. This paper provides novel ex ante estimates of the impacts of two key preferential trade agreements currently negotiated by Indonesia, the largest economy in Southeast Asia. The paper then compares these estimates with those of other preferential trade agreements that Indonesia may negotiate in the future. To that end it, combines a dynamic, multi-country computable general equilibrium model and a microsimulation tool linking the macroeconomic results to household-level welfare. The results suggest that, among the preferential trade agreements considered, the European Union-Indonesia Comprehensive Economic Partnership Agreement (EU-CEPA) is expected to yield the largest gains for Indonesia in income, output, and exports. This result is due to a combination of large expected reductions in trade barriers and a high share of international trade between the partners. These macro effects translate into the highest expected income growth relative to the other preferential trade agreements at every point of the income distribution. However, the gains for the EU-CEPA are proportionately larger for richer households, unlike the other agreements considered. The regressive gains are mainly due to the increase in skill wage premia spurred by the additional demand for skill-intensive sectors, especially services.

Since the introduction of Common Foreign and Security Policy in 1993 and the publication of the EU’s first strategic document on Asia one year later, hundreds of books and journal articles have been dedicated to the study of the EU policies towards Asia as a whole, or to individual Asian countries. However, very few of these researchers ever intended to explore the strategies of Asian countries, and Asian leaders’ mindsets, vis-à-vis the EU. Quite often, the policies of Asian countries towards the EU were simply interpreted as responses to the EU’s actions in Asia. Having been passive players for decades, Asian countries are now increasingly willing to participate in the formulation of regional and global orders, for which they need to articulate their own strategies and the world needs to better understand their mindsets. In the past two years, in the framework of EU Centres in Asia-Pacific, some top Asian scholars on EU-Asian relations were brought together to debate the strategies of individual Asian countries towards the EU, and evaluate the EU’s actions in the region. In their eyes, the EU was interpreted as a normative power, a security player, a civilian promoter and a health-care supplier. Together, they aimed to establish some common rules for explaining Asian countries’ strategies towards the EU after in-depth study of the actions of individual countries in their bilateral relations with the EU. This book is therefore indispensable to any efforts to understand Asian leaders’ mindset in the EU-Asian relations and their strategies towards the EU in the twenty-first century.

Book excerpt: Against the backdrop of growing anti-globalisation sentiments and increasing fragmentation of the production process across countries, this book addresses how the Indonesian economy should respond and how Indonesia should shape its trade and industrial policies in this new world trade environment. The book introduces evaluation not on tariffs but on new trade instruments such as non-tariff measures (SPS, TBT, export measures and beyond border measures), and looks at industrial policies from a broader perspective such as investment, accessing inputs, labour, services, research and innovation policies. “The Open Access version of this book, available at http://www.taylorfrancis.com/books/10.4324/9781315161976, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives 4.0 license.”
