To address this need, we provide the COVID-19 Food Trade Policy Tracker. Gathering data from sources including the media, national gov-ernments, expert input, the OECD, and the IMF, we provide up-to-date information on food trade poli-cies implemented during the COVID-19 crisis and the likely magnitude of their effects.

However, as Chen argues here, another significant factor has been overlooked. The current food insecurity is not absolute food shortage, since global food production still exceeds the need of the entire world population, but a problem of how to secure access to resources. Distorted agricultural trade undermines world food distribution, and uneven distribution impedes people’s access to food, particularly in poor developing countries. Examining EU and US agricultural policies and World Trade Organization negotiations in agriculture, the author argues how they affect the international agricultural trade, claiming that current food insecurity is the result of inequitable food distribution and trade practices. The international trade regime is advised to reconcile trade rules with the consideration of food security issues. Several other enforceable solutions to reduce world hunger and malnutrition are also advanced, including national capacity building, the improvement of governance, and strategic development of biofuel programs. This book will be of great interest to agricultural trade professionals and consultant policy makers in the EU, US and developing countries. Several studies suggest that for certain products and countries, the value of informal trade may meet or even exceed the value of formal trade. This paper provides a review of existing efforts to measure informal trade. We list 18 initiatives aimed at measuring ICBT in Africa. The paper also summarizes discussions conducted with many stakeholders in Africa between December 2016 and May 2018 regarding the measurement, the determinants, and the implications of ICBT. The methodologies used to measure ICBT in Africa differ widely, but they do confirm that informal trade in Africa is both sizeable and volatile. Both evidence on the determinants of ICBT and discussions with stakeholders suggest that policies should aim to reduce the existing costs associated with formal trade and provide positive incentives for traders and producers to move into the formal economy in order to avoid the loss of economic potential stemming from informal trade.

The five targets that set out the level and ambition of SDG 2 (ending hunger; ending all forms of malnutrition; doubling the agricultural productivity and incomes of small-scale food producers; ensuring sustainable food production systems; and maintaining genetic diversity), as well as trade itself, often constitute distinct policy priorities for governments. Trade and related policy measures that may be designed to achieve one target can potentially have unintended negative consequences that undermine the achievement of other targets, both within the country where the measure is applied and in the trading partner countries. It is therefore important that policy-makers identify and recognize areas in which difficult tradeoffs may be needed between competing policy objectives, and identify possible ways in which these can be addressed. Furthermore, while the different targets set out under SDG 2 are mutually interdependent and inter-related, it is important to address the trade policy dimension of each component individually as part of a broader plan of action.

They also document the negative effects on food supply and national welfare of the actual price policies of many Third World governments. While recognizing the problems involved in defining and measuring hunger, as well as in improving the food supply, the authors consider the outlook for future food availability as favorable in terms of continued modest improvement in per capita food supplies at prices, adjusted for inflation, that are likely to continue the slow decline of recent decades. One focus of their comments is the positive roles that governments can and should play in the world food economy, especially in support of research, creation of human capital, and provision of appropriate rural infrastructure.
