Book excerpt: A diaspora bond is a debt instrument issued by a country - or potentially, a sub-sovereign entity or a private corporation - to raise financing from its overseas diaspora. Israel and India have raised $35-40 billion using these bonds. Drawing on their experiences, this paper discusses the rationale, methodology, and factors affecting the issuance of diaspora bonds for raising external development finance. The Government of Israel has offered a flexible menu of diaspora bonds since 1951 to keep the Jewish diaspora engaged. The Indian authorities, in contrast, have used this instrument for balance of payments support, to raise financing during times when they had difficulty in accessing international capital markets. Diaspora bonds are often sold at a premium to the diaspora members, thus fetching a "patriotic" discount in borrowing costs. Besides patriotism or the desire to do good in the investor's country of origin, such a discount can also be explained by the fact that diaspora investors may be more willing and able to take on sovereign risks of default in hard currency as well as devaluation as they may have local currency liabilities and they may be able to influence the borrower's decision to service such debt. The paper discusses several conditions for successful diaspora bond issuance having a sizeable diaspora, especially first-generation migrants, is understandably an important factor affecting the issuance of diaspora bonds. Countries with strong and transparent legal systems for contract enforcement are likely to find it easier to issue such bonds. Absence of civil strife is a plus. While not a pre-requisite, presence of national banks and other institutions in destination countries facilitates the marketing of bonds to the diaspora.

Ethiopia is one of the largest African sources of transnational migrants, with an estimated two to three million Ethiopians living outside of the home country. This edited collection provides a critical examination of the temporal, spatial, and thematic dimensions of Ethiopian migration, mapping out its scale, scope, and destinations. The thirteen essays here (plus an introduction and conclusion by the volume's editors) offer a discussion of the state of knowledge and current debates on the diaspora and suggest alternative frameworks for interrogating and understanding the Ethiopian migration and diasporic experiences. Key time periods and literatures are identified to study Ethiopian transnational migration, moving from a survey of patterns in pre-twentieth century Ethiopia and on to changing trajectories in the imperial period and under succeeding postrevolutionary regimes. Geographically, the contour of the Ethiopian diaspora is outlined, identifying key destinations and patterns of return. Politically, roots narratives have been criticized for attempting to police identity through a politics of purity—excluding anyone who doesn’t share the same narrative. Theoretically, a critique of essentialism has led to a suspicion against essence and origins regardless of their political implications. The central argument of Queer Roots for the Diaspora is that, in spite of these debates, ultimately the desire for roots contains the “roots” of its own deconstruction. The book considers alternative root narratives that acknowledge the impossibility of returning to origins with any certainty; welcome sexual diversity; acknowledge their own fictionality; reveal that even a single collective identity can be rooted in multiple ways; and create family trees haunted by the queer others patrilineal genealogy seems to marginalize. The roots narratives explored in this book simultaneously assert and question rooted identities within a number of diasporas—African, Jewish, and Armenian. By looking at these together, one can discern between the local specificities of any single diaspora and the commonalities inherent in diaspora as a global phenomenon.
