Book excerpt: Focused on the recently hotly debated topic at the crossroads of various human and social sciences, this book investigates the emergence of the cosmopolitan idea of literature and its impact on the reconfiguration of the European and non-European political spaces. The birthplace of this idea is its designers’ traumatic experience as induced by the disconcerting condition of their abode.The thesis is that the eighteenth and nineteenth century’s cosmopolitan projects that grow out of such deep frustrations trace the twentieth century’s global democracy. This hidden origin of cosmopolitan projects dismantles the usual European representation of modernization as universal progress as myopic. Rather than being a generous action of prominent subjects such as Voltaire, Kant, and Goethe, or Bakhtin, Derrida and Deleuze, cosmopolitanism is an enforced reaction of the instances dispossessed by injury that search for the ways of healing it. Yet as soon as their remedy establishes itself as the ground for universal reconciliation, it risks suppressing other’s trauma, i.e. turns from politics into a police. Articulating the author’s position in the recent debates on the structure of democracy, the epilogue suggests an alternative strategy.

The author characterizes each nation's political system, its networking with other countries, level of development, and media advancement, in order to pinpoint what leads to national and regional progress to, or regress from, democratization. Her innovative findings challenge established thinking and reveal that the growth of literacy does not lead to democratization but is instead an outcome of democracy. She also finds that networks between non-democratic and democratic states are more important to a nation's democratization than financial aid given to non-democratic regimes or the level of national development.

Book excerpt: This GSoD In Focus provides a brief overview of the global state of democracy at the end of 2019, prior to the outbreak of the pandemic, and assesses some of the preliminary impacts that the pandemic has had on democracy globally in 2020. Key findings include: · To address the COVID-19 pandemic, starting in March 2020, more than half the countries in the world (59 per cent) had declared a national state of emergency (SoE), enabling them to take drastic temporary (and in most cases necessary) measures to fight the pandemic. These measures have included in most cases temporarily curbing basic civil liberties, such as freedom of assembly and movement, and in some cases postponing elections. · International IDEA’s Global Monitor of COVID-19’s Impact on Democracy and Human Rights finds that more than half the countries in the world (61 per cent) had, by the end of November 2020, implemented measures to curb COVID-19 that were concerning from a democracy and human rights perspective. These violated democratic standards because they were either disproportionate, illegal, indefinite or unnecessary in relation to the health threat. · Concerning developments have been more common in countries that were already non-democratic prior to the pandemic (90 per cent) and less common, although still quite widespread, in democracies (43 per cent). · The democracies that have implemented democratically concerning measures are those that were already ailing before the pandemic. More than two-thirds were democracies that were either backsliding, eroding or weak prior to the pandemic. · Almost a year since the first outbreak of COVID-19, the pandemic seems to have deepened autocratization in most of the countries that were already non-democratic. However, in at least 3 of those countries (Belarus, Kyrgyzstan, Thailand), the pandemic has also tapped into existing simmering citizen discontent and may have been the tipping point in unleashing massive protest waves demanding democratic reform. The pandemic has also seemingly deepened democratic backsliding processes and exposed the democratic weakness and fragility of new or re-transitioned democracies (Malaysia, Mali, Myanmar, Sri Lanka). In a few cases, the pandemic has also exposed countries that showed no apparent sign of democratically ailing prior to the pandemic, but where concerning democratic developments have occurred during the pandemic and which risk seeing a significant deterioration in their democratic quality as a result (i.e. Argentina, El Salvador). · The aspects of democracy that have seen the most concerning developments during the pandemic are freedom of expression, media integrity, and personal integrity and security. However, the freedoms that have been restricted across most countries are freedom of movement and assembly. Another core democratic process that has been heavily affected by the pandemic is the electoral, with half the elections scheduled between February and December 2020 postponed due to the pandemic. · The pandemic has also shown democracy’s resilience and capacity for renovation. Innovation through accelerated digitalization has occurred across most regions of the world. And democratic institutions, such as parliaments, courts, electoral commissions, political parties, media and civil society actors, have fought back against attempts at executive overreach and democratic trampling or collaborated to ensure effective responses to the pandemic. The review of the state of democracy during the COVID-19 pandemic in 2020 uses qualitative analysis and data of events and trends collected through International IDEA’s Global Monitor of COVID-19’s Impact on Democracy and Human Rights, an initiative co-funded by the European Union.

Nicolas Guilhot explores this question in his penetrating look at how the U.S. government, the World Bank, political scientists, NGOs, think tanks, and various international organizations have appropriated the movement for democracy and human rights to export neoliberal policies throughout the world. His work charts the various symbolic, ideological, and political meanings that have developed around human rights and democracy movements. Guilhot suggests that these shifting meanings reflect the transformation of a progressive, emancipatory movement into an industry, dominated by "experts," ensconced in positions of power. Guilhot's story begins in the 1950s when U.S. foreign policy experts promoted human rights and democracy as part of a "democratic international" to fight the spread of communism. Later, the unlikely convergence of anti-Stalinist leftists and the nascent neoconservative movement found a place in the Reagan administration. These "State Department Socialists," as they were known, created policies and organizations that provided financial and technical expertise to democratic movements, but also supported authoritarian, anti-communist regimes, particularly in Latin America. Guilhot also traces the intellectual and social trajectories of key academics, policymakers, and institutions, including Seymour M. Lipset, Jeane Kirkpatrick, the "Chicago Boys," including Milton Friedman, the National Endowment for Democracy, and the Ford Foundation. He examines the ways in which various individuals, or "double agents," were able to occupy pivotal positions at the junction of academe, national, and international institutions, and activist movements. He also pays particular attention to the role of the social sciences in transforming the old anti-Communist crusades into respectable international organizations that promoted progressive and democratic ideals, but did not threaten the strategic and economic goals of Western governments and businesses. Guilhot's purpose is not to disqualify democracy promotion as a conspiratorial activity. Rather he offers new perspectives on the roles of various transnational human rights institutions and the policies they promote. Ultimately, his work proposes a new model for understanding the international politics of legitimate democratic order and the relation between popular resistance to globalization and the "Washington Consensus."

This book argues that John Dewey should be read not as a 'local' American thinker but rather as a philosopher of globalisation. Although his work is rooted in late-nineteenth and early twentieth century America, its principal concern is with the role of the United States in a globalised world. Tracing Dewey’s emergence as a global democrat through an examination of his work from The Public and Its Problems (1927) onward, the book shows how he sets out an evolutionary form of global and national democracy, one that has not been fully appreciated even by contemporary scholars of pragmatism. In returning to and recovering this neglected dimension of Dewey's political philosophy, the book highlights how his insights about globalisation and democracy can inform present theoretical debates.
