Book excerpt: Vitrification of Savannah River Site (SRS) high level radioactive waste is scheduled to begin in late 1995. The vitrification operation will take place at the SRS Defense waste Processing Facility (DWPF). The US Department of Energy has instituted specifications which provide technical criteria which must be met by the DWPF to ensure that the waste glass will be suitable for permanent disposal in a federal geologic repository. Included in these criteria is a specification requiring DWPF to determine whether its high level, radioactive waste glass should also be classified as characteristically hazardous waste. A study was performed, using the anticipated range of glass compositions which will be produced over the lifetime of the DWPF, which definitively proved that DWPF waste glass should not be classified as characteristic hazardous waste.

Book excerpt: As a result of the Environmental Protection Agency's (EPA) efforts to expand the capability of the Extraction Procedure (EP) leaching test to address organic components, including volatiles, and also to address some of its operational problems, a new leaching test, known as the Toxicity Characteristic Leaching Procedure (TCLP), has been developed. This test has been proposed for use in the Land Disposal Restrictions Rule and will soon be proposed in the expansion of the Extraction Procedure (EP) Toxicity Characteristic. Both actions were mandated by the Hazardous and Solid Waste Amendments of 1984. This paper describes the new leaching test with respect to its development, evaluation, and use. Data are presented regarding precision and ruggedness, and several operational aspects of the procedure are described in detail. Emphasis is placed on a comparison of the existing EP to the TCLP in terms of additional operational and analytical requirements. Finally, several aspects of the test are discussed that are being examined for possible improvement.

The goals were to develop a test that would be sensitive to glass composition and homogeneity, rapid enough to support quality control of the production process, and easily conducted remotely to facilitate working with highly radioactive materials. The long-term SRL goal is to show that the PCT can be used to demonstrate that DWPF glass meets the elemental and radionuclide release requirements of the Waste Acceptance Preliminary Specifications (WAPS). The Materials Characterization Center (MCC) at Pacific Northwest Laboratory (PNL) was requested by SRL to conduct a multi-laboratory round robin to evaluate the effectiveness of the PCT methodology. 12 figs., 10 tabs.

The U.S. Congress asked the National Academies to evaluate the Department of Energy's (DOE's) plans for cleaning up defense-related radioactive wastes stored in underground tanks at three sites: the Hanford Site in Washington State, the Savannah River Site in South Carolina, and the Idaho National Laboratory. DOE plans to remove the waste from the tanks, separate out high-level radioactive waste to be shipped to an off-site geological repository, and dispose of the remaining lower-activity waste onsite. The report concludes that DOE's overall plan is workable, but some important challenges must be overcomeâ€"including the removal of residual waste from some tanks, especially at Hanford and Savannah River. The report recommends that DOE pursue a more risk-informed, consistent, participatory, and transparent for making decisions about how much waste to retrieve from tanks and how much to dispose of onsite. The report offers several other detailed recommendations to improve the technical soundness of DOE's tank cleanup plans.
