Book excerpt: In-depth case studies of twelve terrorist groups and individuals who, from 1946 to 1998, allegedly acquired or employed CBW agents. Policymakers, scholars, and the news media have been alarmed by the potential for chemical and biological weapons (CBW) terrorism, and the U.S. Congress has allocated billions of dollars for counterterrorism and "consequence management" programs. Driving these concerns are the global spread of scientific knowledge and technology relevant to CBW terrorism and the vulnerability of civilian populations to chemical and biological attacks. Notably lacking from the analysis, however, has been a careful assessment of the terrorists themselves. What types of terrorist groups or individuals are both capable of acquiring chemical and biological weapons and motivated to use them, and for what purposes? Further, what types of toxic agents would probably be produced, and how would they be delivered? Answers to these questions would enable policymakers to prepare for the most likely contingencies. To this end, Toxic Terror provides in-depth case studies of twelve terrorist groups and individuals who, from 1946 to 1998, allegedly acquired or employed CBW agents. The cases were researched from primary sources, including court documents, interviews, and declassified government files. By comparing the twelve cases, the book identifies characteristic motivations and patterns of behavior associated with CBW terrorism and provides an empirical basis for prudent, cost-effective strategies of prevention and response.

Book excerpt: On July 22, 2011, Anders Behring Breivik detonated a car bomb in downtown Oslo, Norway. He didn't stop there, traveling several hours from the city to ambush a youth camp while the rest of Norway was distracted by his earlier attack. That's where the facts end. But what motivated him? Did he have help staging the attacks? The evidence suggests a startling truth: that this was the work of one man, pursuing a mission he was convinced was just. If Breivik did indeed act alone, he wouldn't be the first. Timothy McVeigh bombed a federal building in Oklahoma City based essentially on his own motivations. Eric Robert Rudolph embarked on a campaign of terror over several years, including the Centennial Park bombing at the 1996 Olympics. Ted Kaczynski was revealed to be the Unabomber that same year. And these are only the most notable examples. As George Michael demonstrates in Lone Wolf Terror and the Rise of Leaderless Resistance, they are not isolated cases. Rather, they represent the new way warfare will be conducted in the twenty-first century. Lone Wolf Terror investigates the motivations of numerous political and ideological elements, such as right-wing individuals, ecoextremists, foreign jihadists, and even quasi-governmental entities. In all these cases, those carrying out destructive acts operate as "lone wolves" and small cells, with little or no connection to formal organizations. Ultimately, Michael suggests that leaderless resistance has become the most common tactical approach of political terrorists in the West and elsewhere.

Book excerpt: The first book to thoroughly address the topic, this volume examines the ideologies, tactics, and goals of environmental terrorists and offers a security planning methodology to defend against their attacks. To counter eco-terrorism, we must understand why it occurs. Eco-Warriors, Nihilistic Terrorists, and the Environment is a comprehensive examination of the vulnerability of the natural environment, of its nexus with the strategic goals of terrorists, and of a security-planning methodology that can prevent or ameliorate environmentally linked attacks. The first book to comprehensively address the prevention of environmentally focused terrorism, this work looks at the environment and the private and government facilities that impact it as assets to be protected. Focusing on the capability of lone-wolf terrorists and small, self-radicalizing cells to commit effective violent acts, security expert Lawrence E. Likar furnishes personality and operational profiles of both nihilistic and eco-warrior terrorists, showcasing an essential component of the behavioral-science-based, security-planning methodology he promotes. Most critically, the book addresses the gap in current security-planning methodology and literature, and it reveals novel intelligence-gathering techniques, operational procedures, and countermeasures designed to defend against attacks.

Book excerpt: In addition to planning and pre-disaster exercises essential for allocating resources and devising effective mental health interventions, this book also includes two CDs showing an international panel of experts discussing how best to plan for a bioterrorist event. Although only twelve people died after the sarin gas attack on the Tokyo subway system in 1995, more than five thousand sought medical care for the effects of possible exposure. Bioterrorism can create chaos and disruption on a national and international scale. Moreover, it is believed to incur the most devastating psychological sequelae of all disasters.

This book was released on 2001-11-30 with total page 462 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is a wide spectrum of potential threats to the U.S. homeland that do not involve overt attacks by states using long-range missiles or conventional military forces. Such threats include covert attacks by state actors, state use of proxies, independent terrorist and extremist attacks by foreign groups or individuals, and independent terrorist and extremist attacks by residents of the United States. These threats are currently limited in scope and frequency, but are emerging as potentially significant issues for future U.S. security. In this comprehensive work, Cordesman argues that new threats require new thinking, and offers a range of recommendations, from expanding the understanding of what constitutes a threat and bolstering Homeland defense measures, to bettering resource allocation and improving intelligence gathering and analysis. No pattern of actual attacks on U.S. territory has yet emerged that provides a clear basis for predicting how serious any given form of attack might be in the future, what means of attack might be used, or how lethal new forms of attack might be. As a result, there is a major ongoing debate over the seriousness of the threat and how the U.S. government should react. This work is an invaluable contribution to that debate.
