Book excerpt: The contemporary method of township government arrived in Illinois in the middle of the nineteenth century. Replacing the commission method of county government, which Illinois had employed since statehood in 1818, the township innovation spread south and westward across Illinois, almost completely ousting the county commissioners. Today, the commission format survives only in seventeen peripheral and largely rural Illinois counties. This book asserts that townships have persisted partly because they offer vital services at a reasonable cost to taxpayers, but also because of a vigorous defense of the method made by township officials with political connections in the Illinois general assembly. Discussing the successes and failures of attempts by abolition-minded citizens to eliminate all or individual townships in various counties, Township focuses on the spatial diffusion, periodic threats to, and determined persistence of the township system.

Book excerpt: Upper Township (after being known as the Upper Precinct of Cape May County since 1723) was founded in 1798 by John Townsend, but actually, the area was first inhabited by the Lenni Lenape Indians, who lived there and hunted in the rivers and woods for food for hundreds of years. The area grew as people from New York, northern New Jersey, and other outlying areas came to the region for its rich land and natural resources. Whaling, shipbuilding, and farming became the principal jobs. They brought their cultures and religions with them (Quakers, Baptists, Methodists, and Presbyterians), and gradually, an area of just a few villages developed into a larger township with 10 different villages. The 2010 census listed the population at 12,373 over an area of nearly 69 square miles. Residents and visitors can avail themselves of a variety of historic sites such as the Tuckahoe Train Station (1894), the Gandy Farmhouse (1815), and the restored Friendship School (1830s). In addition, there are many activities available both on land and on the Tuckahoe River, as well as the pristine beaches of Strathmere.

Book excerpt: Wang's book offers an empirically rich and conceptually nuanced analysis of how local state agents maintain control over village self-governance in China. His careful analysis of primary documents enables him to explicate the formal mechanisms used by members of the local state to influence village affairs. Meanwhile, his rigorous and fascinating ethnographic data enable him to elucidate the manifold ways in which informal clientelist ties between local state officials and village elites permit the former to exert control. Overall, this excellent book powerfully demonstrates the need for scholars to go beyond attention to election processes when evaluating what village democracy means in a Chinese context. It is a must-read for all serious scholars of Chinese politics and society. —Rachel Murphy, University of Oxford Guohui Wang's highly original, in-depth case research vividly reveals the dynamics of contemporary Chinese village politics. By combining abundant empirical data with close observation as an "insider," his book illustrates the processes and consequences of transplanting 'democracy' into rural Chinese society. Particularly for those in the West who are keen on understanding the ongoing transformation of rural China, this book is a rich and revealing source. —Shukai Zhao, Development Research Center of the State Council, P.R. Available in PDF, EPUB and Kindle. Book excerpt: This collection provides an overview of China’s rural politics, bringing scholarship on agrarian politics from various social science disciplines together in one place. The twelve contributions, spanning history, anthropology, sociology, environmental studies, political science, and geography, address enduring questions in peasant studies, including the relationship between states and peasants, taxation, social movements, rural-urban linkages, land rights and struggles, gender relations, and environmental politics. Taking rural politics as the power-inflected processes and struggles that shape access and control over resources in the countryside, as well as the values, ideologies and discourses that shape those processes, the volume brings research on China into conversation with the traditions and concerns of peasant studies scholarship. It provides both an introduction to those unfamiliar with Chinese politics, as well as in-depth, new research for experts in the field. This book was published as a special issue of the Journal of Peasant Studies.

Book excerpt: This book is an analysis and exploration of the relationship between peasants and policies within the process of reform in China. After examining the long term rural policies, either before or after the reform, it was found that all these polices have been expected to promote peasants’ interests and claimed to take enhancing peasants’ happiness as their goal. Nonetheless, the history and current reality of rural development have demonstrated that the same policy starting point had lead to very different policy designs. Even today, quite a few institutional arrangements with good intentions have ended up with opposite results and have even become bad policies that do harm to people. This book argues that the reason for such serious deviation, between political intentions and institutional arrangements, as well as between policy goals and its results is: as a political force, the peasantry itself has not effectively engaged with the political process of the country.
