Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book excerpt: The first two decades of the twenty-first century have witnessed an influx of innovations and reforms in public financial management. The current wave of reforms is markedly different from those in the past, owing to the sheer number of innovations, their widespread adoption, and the sense that they add up to a fundamental change in the way governments manage public money. This book takes stock of the most important innovations that have emerged over the past two decades, including fiscal responsibility legislation, fiscal rules, medium-term budget frameworks, fiscal councils, fiscal risk management techniques, performance budgeting, and accrual reporting and accounting. Not merely a handbook or manual describing practices in the field, the volume instead poses critical questions about innovations; the issues and challenges that have appeared along the way, including those associated with the global economic crisis; and how the ground can be prepared for the next generation of public financial management reforms. Book excerpt: Reforming public-sector organizations--their structures, policies, processes and practices--is notoriously difficult, in rich and poor countries alike. Even in the most favorable of circumstances, the scale and complexity of the tasks to be undertaken are enormous, requiring levels of coordination and collaboration that may be without precedent for those involved. Entirely new skills may need to be acquired by tens of thousands of people. Compounding these logistical challenges is the pervasive reality that circumstances often are not favorable to large-scale reform. Whether a country is rich or poor, the choice is not whether, but how, to reform the public sector--how optimal design characteristics, robust political support, and enhanced organizational capability to implement and adapt will be forged over time. This edited volume helps address the “how†? question. It brings together reform experiences in public financial management and the public sector more broadly from eight country cases in East Asia: Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Papua New Guinea, Thailand, and Vietnam. These countries are at different stages of reform; most of the reform efforts would qualify as successes, while some had mixed outcomes, and others could be considered failures. The focus of each chapter is less on formally demonstrating success (or not) of specific reform, but on documenting how reformers maneuvered within different country contexts to achieve specific outcomes. Despite the great difficulty in reforming the public sector, decision-makers can draw renewed energy and inspiration, learning from those countries, sectors, and subnational spaces where substantive (not merely cosmetic) change has been achieved, and they can identify what pitfalls to avoid.

Available in PDF, EPUB and Kindle. Book excerpt: No government jurisdiction in Canada has so radically transformed its public policies over the past decades as Ontario, and yet the province has also maintained a striking degree of political stability in its party system. Since the 1990s, neoliberalism has been the point of reference in constructing policy agendas for all of Ontario's political parties. It has guided the strategy for governance of the dominant Liberal Party since 2003, even as it divides the province between workers and employers, north and south, rural and urban, and racialized minorities and the majority population. With a focus on the governments of Mike Harris, Dalton McGuinty, and Kathleen Wynne, Divided Province brings together leading researchers to dissect the province's public policies since the 1990s. Presenting original, state-of-the-art research, the book demonstrates that, although the Conservative government of Mike Harris implemented the sharpest and most profound shift towards the establishment of a neoliberal regime in the province, the subsequent Liberal governments consolidated that neoliberal turn. The essays in this volume explore the consequences of this ideological turn across a spectrum of policies, including health, education, poverty, energy, employment, manufacturing, and how it has impacted workers, women, First Nations, and other distinct communities. The first book to offer a comprehensive critical account of neoliberalism in Ontario, Divided Province overturns conventional readings of the province's politics and suggests that building a more democratic and egalitarian alternative to the current orthodoxy requires nothing less than a radical rupture from existing policies and political alliances. Without such a decisive break, political space may well open up again for the populist right.

Available in PDF, EPUB and Kindle. Book excerpt: Finance departments have often been portrayed as guardians of the public purse. In The Guardian, a multidisciplinary group of contributors examines the Ministry of Finance of Ontario since the Second World War. During the last sixty years the Ministry was transformed from a relatively small 'Treasury' to a sophisticated policy machine. What started as a modest bookkeeping operation evolved into a key bureaucratic and policy agency as the government of Ontario assumed a leadership position in developing the province. These essays reveal Ontario's 'finance' as a dynamic policy issue shaped by the personalities of premiers and ministers, the energies of public servants at all levels, and a critical dialogue between political and administrative worlds. Drawing on different methodologies, this collection profiles a ministry as policy entrepreneur, spender, revenue generator, capacity builder, budget director, program manager, and intergovernmental agent. The Guardian fills a significant gap in public administration literature and in so doing describes how Ontario's Ministry of Finance defined its role as 'guardian.'

Available in PDF, EPUB and Kindle. Book excerpt: The Reality of Budgetary Reform in OECD Nations investigates the impacts and consequences of budgetary reform through a comparative assessment of advanced Organisation for Economic Co-operation and Development (OECD) democracies that have undertaken budget reforms over the past two to three decades. This unique book traces the story of reform in the respective countries. The expert authors explore the journey each country took, what the objectives were, the approach taken, the main events and key dates, what was implemented and what was discarded or replaced. They capture both the essence of each nation s approach, as well as discuss the similarities and trends. The study investigates how the various roles of the central budget agencies have changed with respect to public expenditure, how budget processes have developed and the impact on the relations between key actors. It also analyses the internal cultures of central budget agencies and how they evaluate events, problems and their roles in controlling the fiscal policy of government. With its comparative focus, this timely book is essential reading for the OECD and World Bank affiliates. Likewise, scholars and researchers of public finance, international and comparative government, and development and public sector management should not be without this important resource.

Available in PDF, EPUB and Kindle. Book excerpt: Two Cheers for Minority Government presents a concise, accessible analysis of the prevalence of minority governments in Canada. Using the Canadian case to reflect on the processes and procedures of the parliamentary system, Peter H. Russell explores the tendency for people in parliamentary government to prefer elections which result in one party getting a margin of seats. Russell aims to explain why a minority government is not only a likely outcome of parliamentary elections in Canada but is also, for most, the best possible outcome. He argues that the best result of parliamentary actions is for no party to end up with a majority of seats in the lower house. This makes for government that is more accountable to the people. The new edition reveals how the increasing frequency of parliamentary elections that do not result in majority governments is a positive development for democracy. Ultimately, Two Cheers for Minority Government aims to help both citizens and politicians understand and make the most of the opportunities presented by minority governments.
