Book excerpt: The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume addresses SDG 15, namely "Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss" and contains the description of a range of terms, which allow a better understanding and foster knowledge. Concretely, the defined targets are: Ensure the conservation, restoration and sustainable use of terrestrial and inland freshwater ecosystems and their services, in particular forests, wetlands, mountains and drylands, in line with obligations under international agreements Promote the implementation of sustainable management of all types of forests, halt deforestation, restore degraded forests and substantially increase afforestation and reforestation globally Combat desertification, restore degraded land and soil, including land affected by desertification, drought and floods, and strive to achieve a land degradation-neutral world Ensure the conservation of mountain ecosystems, including their biodiversity, in order to enhance their capacity to provide benefits that are essential for sustainable development Take urgent and significant action to reduce the degradation of natural habitats, halt the loss of biodiversity and protect and prevent the extinction of threatened species Promote fair and equitable sharing of the benefits arising from the utilization of genetic resources and promote appropriate access to such resources, as internationally agreed Take urgent action to end poaching and trafficking of protected species of flora and fauna and address both demand and supply of illegal wildlife products Introduce measures to prevent the introduction and significantly Reduce the impact of invasive alien species on land and water ecosystems and control or eradicate the priority species Integrate ecosystem and biodiversity values into national and local planning, development processes, poverty reduction strategies and accounts Mobilize and significantly increase financial resources from all sources to conserve and sustainably use biodiversity and ecosystems Mobilize significant resources from all sources and at all levels to finance sustainable forest management and provide adequate incentives to developing countries to advance such management, including for conservation and reforestation Enhance global support for efforts to combat poaching and trafficking of protected species, including by increasing the capacity of local communities to pursue sustainable livelihood opportunities Editorial Board Alexandra Aragão, Desalegn Yayeh Ayal, Ayansina Ayanlade, Anabela Marisa Azul, Adriana Consorte-McCrea, Muhammad Farooq, Ana Catarina Luz, María P. While they rarely make headlines, these crises, characterized by inequitable access to sufficient and clean water, affect over one billion people globally. What is less known, though, is that millions of these same global citizens are at the forefront of responding to the challenges of water privatization, climate change, deforestation, mega-hydraulic projects, and other threats to accessing water as a critical resource. In Transforming Rural Water Governance Sarah T. Romano explains the bottom-up development and political impact of community-based water and sanitation committees (CAPS) in Nicaragua. Romano traces the evolution of CAPS from rural resource management associations into a national political force through grassroots organizing and strategic alliances. Resource management and service provision is inherently political: charging residents fees for service, determining rules for household water shutoffs and reconnections, and negotiating access to water sources with local property owners constitute just a few of the highly political endeavors resource management associations like CAPS undertake as part of their day-to-day work in their communities. Yet, for decades in Nicaragua, this local work did not reflect political activism. In the mid-2000s CAPS’ collective push for social change propelled them onto a national stage and into new roles as they demanded recognition from the government. Romano argues that the transformation of Nicaragua’s CAPS into political actors is a promising example of the pursuit of sustainable and equitable water governance, particularly in Latin America. Transforming Rural Water Governance demonstrates that when activism informs public policy processes, the outcome is more inclusive governance and the potential for greater social and environmental justice.

Book excerpt: The impacts of outside interventions on community-based natural resource management are inherently complex, particularly in dynamic political and environmental contexts. As development projects are increasingly participatory, the relationships between stakeholders have become as critical as the innovations themselves. Demands on safe water supplies among the most resourcestressed populations in West Africa are challenging development practitioners to reevaluate their partnerships to retain focus on community need, rather than on operational imperatives. Fieldwork was conducted between 2006 and 2009 using complementary mixed methods to evaluate a range of structural and behavioral mechanisms shaping water management among farming households in south-central Mali. Examining institutional support, in terms of policy and programming, along with the experiences and perceptions of water users, traditional village leadership, nongovernmental organization (NGO) staff, and government representatives, highlighted many challenges that limit sustainable collaborative development. A gendered-approach to data collection was used to delineate barriers and opportunities for decision-making by marginalized water users. The key challenges that limit the success of development efforts in improving water resource management are 1) the legitimacy of community-based organizations that lack traditional authority as perceived by members of households, 2) poor perceptions of resource-strapped decentralized government agencies by rural communities, and 3) superficial participation of marginalized populations in local decision-making. In the majority of the study villages, these challenges have led to the decline of institutional and physical infrastructure intended to improve local water resource management. Opportunities do exist, however, to engage men and women differently in development interventions to increase participation, promote inclusion, and generate lasting partnerships among rural communities, NGOs, and government agencies. These opportunities require compromises to balance the legitimacy of traditional authority with outside development agendas. It is especially important for NGOs, whose roles in local resource management and civil society often fill a necessary void left by government, to capture these opportunities. Book excerpt: Despite being one of the most critical resources for all life on Earth, freshwater represents only 3 percent of the planet’s water supply, but only 0.5 percent is readily accessible to humans. In addition, the available freshwater resources (FWR) are unequally distributed across the globe, so many areas and populations face issues of water scarcity and quality. FWR are under enormous stress from agricultural systems, climate change, and other factors directly linked to human behavior—including population growth and industrialization. Moreover, the institutions intended to manage FWR under stress may be ill-equipped to do so, especially in the context of multiple, often competing claims on FWR and the complexity of water flows across time and space. Growing awareness of these challenges has given rise to a sense of urgency to raise attention and catalyze action toward improving the management of FWR, especially at the local level. This guide aims to advance the understanding of how communities can sustainably manage FWR by applying The Nature Conservancy’s Voice, Choice, and Action (VCA) framework. The original framework focused more on terrestrial resources but has been adapted here to address the unique characteristics of FWR. These characteristics present significant implications for sustainable resource management and, therefore, need to be taken into account in the design and implementation of community-based conservation (CBC) programs.
