This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU’s Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India’s part, too, changing stances have presented new openings—with New Delhi criticising protectionism and calling for a strengthening of multilateralism. Finally, a new process of strategic reflection will be launched whenever the EU and its Member States deem it necessary to enable the Union to navigate effectively our times. If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. The empirical contributions to this volume examine the EU security strategies for specific issue areas and regional threat complexes. These case studies assess whether and how those strategies have consolidated or expanded the EU system of security governance, as well as their successes and limitations in meeting the security threats confronting the EU and its member-states. What could the new strategy most usefully say and promote? What makes Europe the most equal continent, providing the greatest security, freedom, and prosperity, is the European Social Model. It contains the principles and the values at the heart of EU, that also shape its vital interests. Bearing in mind this assumption, the new ESS should fulfil three functions: define strategic priorities, set a limited number of overall objectives and communicate how the EU sees its role in the world. In sum, on the basis of a geopolitical analysis of the regional and global environment, this coming strategizing effort aims to identify the most important threats and challenges to Europe's vital interests, and to define priority objectives to which end the preventive, comprehensive, and multilateral method must be applied. How to do that? This paper offers some thoughts.

Book excerpt: For years, the pace and extensity of external change outstripped the steps that were taken towards enhancing and strengthening the EU’s capacity to respond effectively to the (f)actors affecting its principles and interests. The EU’s external action all too often proved despondent, fragmented and out-of-sync with the realities that Europe was facing. The unveiling of the EU Global Strategy (EUGS) in 2016 by Federica Mogherini, the Union’s High Representative, constituted a tremendously significant effort to rectify this. Now, following three years of the Strategy’s implementation, and ahead of the 2019 institutional renewal of the EU, the areas of both substantial progress and considerable disappointment when assessing the performance of the EU’s external action under the influence of the EUGS are becoming clearer. As we look towards the next qualitative leap the Union needs to make to respond to a world that has become more tumultuous, a new FEPS-IAI report draws from and expands on the findings of a year-long research project to offer some insights in three key areas: (1) outlining some of the critical insecurity trends that have negatively impacted the EU’s capacity to navigate through the emerging realities of diversified threats and multiplying conflicts, both within and beyond European borders; (2) briefly taking stock of some of the EU Global Strategy’s greatest achievements and limitations in promoting a Europe that stands, speaks and acts together in its foreign policy; and (3) providing concrete recommendations in 10 critical areas where the Union needs to walk the strategic talk embodied in the Global Strategy – more boldly, with more unity and towards a more progressive direction.
