Book excerpt: Green growth aims to reconcile economic growth and environmental sustainability, marrying environmental objectives to productivity objectives, job creation, adoption of technology and greater added value. In Uruguay, natural capital plays a central role in promoting its export-oriented growth model. Although the country has already been involved in a sustainable growth trajectory for key economic sectors (such as agriculture, tourism, forest management, energy), Uruguay needs to define a green growth strategy to face the emerging environmental challenges, and to meet its goals of production and international commitments targets in a sustainable way. In this context, this report provides a roadmap to promote green growth in Uruguay, with the objective of promoting growth and, at the same time, preserving the asset base on which this growth depends. The work developed is based on the findings of the Technical Assistance Green Growth in Uruguay financed by the World Bank that took place between August 2016 and March 2018, as well as Uruguay's experience in environmental sustainability policies, the collection of international evidence, and World Bank's experience with Uruguay during the last decade. This report proposes an operational definition for Uruguay, presents an analysis of the achievements made so far in the country in the environmental-productive field, and examines future challenges for which a green growth approach could be important. Soil erosion, water pollution from nutrients, pesticide management, and greenhouse gas emissions represent some of the recurring themes in the country's decision-making. In addition, the management of water quality and water quantity variability represent particularly important challenges, both for production and for the availability of water suitable for domestic consumption. Lastly, this work includes recommendations to generate a green growth strategy in Uruguay. For this purpose, a five-step roadmap is proposed to promote green growth and to advance on its strategic goals. These steps are: identify green growth policies to boost the country's growth, identify the environmental benefits of these policies, establish criteria to prioritize potential policies of green growth, design green growth policy instruments, and establish the mechanism to evaluate and adjust green growth policies. This roadmap is complemented with recommendations on the institutional framework needed to support the sustainability of a green growth vision. This report is part of a series of five complementary analytical products generated under the World Bank's Green Growth Technical Assistance in Uruguay.

The paper investigates the various causes of the boom and discusses the sustainability of these causes. It then compares Uruguay against high-growth countries that were once at a similar income level, across a broad set of structural indicators, to identify priority reform areas that could improve long-term growth prospect.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Available in PDF, EPUB and Kindle. Book excerpt: Globalization, the information age, and the rise of the knowledge-based economy are significantly transforming the way we acquire, disseminate, and transform knowledge. And, as a result, knowledge production is becoming closer and more directly linked to economic competitiveness. This evolution is also putting new and urgent demands on academic institutions to adjust to the changing needs of society and economy. In particular, there is growing pressure on the institutions of higher education and research in developed economies to find and affirm their new role in the national innovation system. Their counterparts in developing economies need to define their role in supporting emerging structures of the innovation system. This book examines the role of universities and national research institutes in social and economic development processes. Featuring contributions that showcase initiatives and innovations from around the world, including China, Eastern Europe, Latin America, Scandinavia, Southeast Asia, sub-Saharan Africa, and Western Europe, it offers timely insight that will be of interest to policymakers, university administrators, economic and social leaders, and researchers alike.

Available in PDF, EPUB and Kindle. Book excerpt: Life without Lead examines the social, political, and environmental dimensions of a devastating lead poisoning epidemic. Drawing from a political ecology of health perspective, the book situates the Uruguayan lead contamination crisis in relation to neoliberal reform, globalization, and the resurgence of the political Left in Latin America. The author traces the rise of an environmental social justice movement, and the local and transnational circulation of environmental ideologies and contested science. Through fine-grained ethnographic analysis, this book shows how combating contamination intersected with class politics, explores the relationship of lead poisoning to poverty, and debates the best way to identify and manage an unprecedented local environmental health problem.

Available in PDF, EPUB and Kindle. Book excerpt: A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.
