With the absence of a consensus on a clear, universal and permanent definition of terrorism, that famous adage will continue to characterise international relations, and the chaos, confusion and controversy surrounding the term 'terrorist' will continue to lead to double standards in applying international law. Why is there so much confusion when it comes to pinpointing who is a terrorist? The controversy, the author affirms, lies in the definition - or rather, the absence of definition - of terrorism. Indeed, hitherto, the definition of terrorism that has been used, and abused, in international relations has been mainly political, relative, partial, shifting, and selective. The legal dimension has been conspicuously missing. How can terrorism be combated in a fair and efficient manner, asks the author, if it is not first identified? To that end, she lays down the conditions and criteria that are necessary for defining terrorism and thenceforth ending once and for all the double standards in defining and fighting terrorism. Abir Taha holds a postgraduate degree in philosophy from the Sorbonne, and is a career diplomat for the government of Lebanon, having previously served as the Consul at the Lebanese embassy in Paris, and as First Secretary at Lebanon's Permanent Mission to the United Nations in Geneva. A thinker and a poet as well, she is also the author of several other books in English, including Nietzsche's Coming God, or the Redemption of the Divine (Arktos, 2013) and Verses of Light (Arktos, 2014).

Book excerpt: In 1977 Walter Laqueur predicted accurately that 'the disputes about a detailed, comprehensive definition of terrorism will continue for a long time, they will not result in a consensus and they will make no notable contribution towards the understanding of terrorism.' Attempts to incorporate all the many manifestations of terrorism within a single definition were doomed from the start. The term terrorism has been applied across the whole spectrum of political violence, and over the centuries of history. It has been applied to times of war and of peace; to the actions of states, groups and individuals; to actions against liberal states and to actions against repressive states and dictatorships. To treat terrorism as a general concept separates the action from its context, and consequently from its intention and its justification; it therefore divorces it from its meaning. This is a bad start to any definition, given that its purpose is to illuminate the meaning. Almost a quarter of a century after Laqueur's prophetic words, Omar Malik's paper charts a route out of the definitional log-jam. It provides the important first steps both to understanding terrorism and to formulating a proper response.

Book excerpt: In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.

These changing circumstances necessitate a reevaluation of the common theoretical frameworks used to address global conflict and cooperation, such as realism, and the just war framework. The ramifications of enemies that cannot be defined as easily contained within state borders poses a new and unparalleled threat to the international political system; therefore, past frameworks must be analyzed in order to ascertain whether they still have relevance in describing the behavior of states and the nature of warfare. I will examine the effects of non-state combatants on international stability and state sovereignty through the lens of realism, and I will argue that without redefining the terms of conflict and updating or altering our theoretical frameworks we will help perpetuate and empower terrorists. I will argue that we must redefine terrorism itself in a way that maximizes international cooperation and strengthens global networks, and reconceptualize or replace the dominant realist theoretical framework, in order to meet the threat of global terrorism.
