From the Revolution of 1952, which saw the breakdown of the party system, seen as ‘sham democracy’, to the re-adoption of the party system in 1976, the Egyptian government has searched for an ideal system that is secular, but not irreligious, and benefitting from, but not copying, the western or eastern models. Professor Hyde has analysed the problems of the educational system, administrative, institutional, theoretical and practical, and related them to Egypt’s urgent need to modernise the state, and to improve the quality of life of her hitherto deprived masses. The deficiencies of the system are discussed with emphasis on the attempts to provide solutions, mainly within the framework of reformed institutions. Informal and private education, literacy campaigns, women’s aspirations and student welfare are all considered, as are policies and plans for the immediate and long-term solutions of Egypt’s problems. The analysis also takes into account socio-economic factors in post-Revolutionary Egypt which not only constitute instruments of change in Egyptian society but also provide the restraints which prevent the rapid translation of educational ideals into reality. Book excerpt: Street children-abandoned or runaway children living on their own-can be found in cities all over the world, and their numbers are growing despite numerous international programs aimed at helping them. All too frequently, these children are viewed solely as victims or deviants to be rescued and rehabilitated. In Beyond the Victim, sociologist Kamal Fahmi draws on eight years of fieldwork with street children in Cairo to portray them in a much different-and empowering-light. Fahmi argues that, far from being mere victims or deviants, these children, in running away from alienating home lives and finding relative freedom in the street, are capable of actively defining their situations in their own terms. They are able to challenge the roles assigned to children, make judgments, and develop a network of niches and resources in a teeming metropolis such as Cairo. Fahmi suggests that social workers and others need to respect the agency the children display in changing their own lives. In addition to collective advocacy with and on behalf of street children, social workers should empower them by encouraging their voluntary participation in non-formal educational activities.

The Rural Social Centers of the German-educated Ahmed Hussein were the cornerstones of his project initiatives, and these centers integrated social services through complete community participation. After the 1952 revolution, Hussein's influence waned, and he refused to participate in Gamal `Abd el-Nasir's development schemes. `Abd el-Nasr's eventual obliteration of Hussein's reform projects led to Hussein's resignation. Although he never again became involved in public life, Hussein created a school of thought in Egypt that endures today. Johnson chronicles current efforts of several organizations to revive Hussein's methods and reform agenda.
