Instead, the transatlantic partners need to restore their consensus and cooperation on key security challenges with a limited agenda that reflects the essential conservatism of the transatlantic partnership during the Cold War and the 1990s. There will inevitably be big challenges, such as the rise of China, where transatlantic disparities in strategic means and commitments preclude any common alliance undertaking. Yet such limits are nothing new. The absence of a common transatlantic commitment to counter-insurgency in Iraq may cause resentments, but so too did the lack of a common commitment to counter-insurgency in Vietnam. This Adelphi Paper suggests ten propositions for future transatlantic consensus – that is to say, ten security challenges for which the allies should be able to agree on common strategies. These run the gamut from an effective strategy to prevent Iran from developing a nuclear weapons capability to transatlantic leadership for international cooperation against global warming. If pursued with seriousness and a reasonable degree of transatlantic unity, these propositions could constitute the foundations of an effective partnership. They are, in the authors’ view, the basis for a consensus on the most pressing security challenges of the twenty-first century. The time is right for this kind of serious rededication to alliance purposes. There has already been some effort to repair the damage; moreover, new leaders are in place or coming to the countries that were major protagonists of the transatlantic crisis: Germany, France, Britain and, in 2009, the United States. It is possible that these four new leaders will be better able to put the disputes of the recent past behind them. This extended essay is a guide to the possibilities, and also the limits, of a new start.

Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.

The author focuses on the peculiar format through which the EU managed Iran’s nuclear issue: a ‘lead group’ consisting of France, Germany and the UK and the High Representative for EU foreign policy (E3/EU). The experience of the E3/EU lends credibility to the claim that lead groups give EU foreign policy direction and substance. The E3/EU set up a negotiating framework that worked as a de-escalating tool, a catalyst for Security Council unity and a forum for crisis management. They inflicted pain on Iran by adopting a comprehensive sanctions regime, but did so only having secured US commitment to a diplomatic solution. Once the deal was reached, they defended it vigorously. The E3/EU may have been supporting actors, but their achievements were real.
