Available in PDF, EPUB and Kindle. Book excerpt: Cost recovery from irrigation in almost all the countries presents a dismal picture. Low cost recovery coupled with declining government finances has led to the deterioration of both the quality of the built infrastructure and institutions managing and governing such infrastructure. This has created a vicious circle of low cost recovery, poor maintenance of infrastructure, inadequate and unreliable water supply, inefficient and corrupt institutions, and unwillingness of the farmers to pay. Breaking this vicious circle primarily requires identifying ways to improve availability of financial resources. Improving cost recovery from all users, including irrigators of the water, offers one of the most important avenues for raising financial resources. The present study examines some of the important issues that impinge on improving the cost recovery in canal irrigation, and assesses the feasibility of some of the efforts being made to improve cost recovery in irrigation to revitalize canal irrigation.

The new Constitution was the institutional response to longstanding grievances over the centralization of state powers and public sector resources, and regional disparities in service delivery and development outcomes. This radical restructuring of the Kenyan state has three main objectives: decentralizing political power, public sector functions, and public finances; ensuring a more equitable spatial distribution of resources between regions; and promoting more accountable, participatory, and responsive government at all levels. The first elections under the new Constitution were held in 2013. Alongside the national government, 47 new county governments were established. Each county government is made up of a County Executive, headed by an elected Governor and works under the oversight of an elected County Assembly. Seven years after the "devolution train" left the station, this report takes stock of how devolution has affected the delivery of devolved basic services to Kenyan citizens. Whereas devolution was driven by political reform, the ensuing institutions and systems were expected to deliver greater socioeconomic equity through devolved service delivery. The Making Devolution Work for Service Delivery (MDWSD) study is the first major assessment of Kenya’s devolution reform. The study was a jointly coordinated effort by the Government of Kenya and the World Bank. The study provides key messages with respect to what is working, what is not working, and what could work better to enhance service delivery based on the currently available data. It provides an independent assessment of service delivery performance in five sectors, namely health, education, agriculture, urban, and water services and includes an in-depth review of the main pillars of devolved service delivery, namely public financial management, intergovernmental finance, human resource management, politics and accountability.

This book was released on 2004 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main topic of this book is the introduction of a new mobility service: One-Way and Open-End car-sharing. Dr. Bodo Schwieger describes a process starting from the anticipation and measurement of customer's needs to the introduction of innovative services. The described field test is second to none, as it offers gasoline vehicles in a One-Way rental scheme within an urban environment: 25 Smart vehicles were based at 8 stations and available to 4,000 car-sharing customers. This service is being analyzed for efficiency and customer reactions. In a second step, other car-sharing companies in Hamburg (Germany), Seattle (Washington), Kyoto and Tokyo (Japan) are analyzed for their approaches to improving their services. combines technological competence, marketing know-how and customer analysis. Car-sharing has recently become a highly relevant topic with the fast expansion of the American providers and the market entry of Deutsche Bahn AG and Shell AG in Germany. The method respects the large amount of interdependence with other services and also the multiplicity of different customer groups. Thus it can be transferred to other (transportation) services - and used as a beginner's guide to service analysis. The book is based on the author's dissertation, which was accepted at the Technical University of Berlin in 2003. It delivers, on 150 pages, densely accumulated information. It is worth reading for anyone who is involved in introducing and developing new services, either within transportation or in related branches.
