Book excerpt: The prevalence of youth empowerment programs is increasing, yet there is limited empirical evidence to support the relationships between program activities and empowerment outcomes. Building on Zimmerman's framework (1995), empowerment is defined as three distinct, but related experiences: 1) empowering context, 2) psychological empowerment, and 3) behavioral empowerment. While previous research has provided some preliminary evidence for each construct, the relationships between variables, especially in relation to existing program environments, still needs to be investigated. Collaborating with After-School All-Stars (AAS-LA), a program providing at-risk youth with enrichment opportunities for character education and leadership, this study conducted a secondary-data analysis using the 2011-2012 AAS-LA evaluation database. Using Mplus6* to test structural equation models, this study tested causal pathways between program activities and youth empowerment outcomes. First, measurement models were tested and confirmed the presence of each latent empowerment construct. Specifically, empowering context was measured by climate (satisfaction, relationships, and meaning) and opportunity (resources, engagement, active learning, and social connection). Psychological empowerment was measured by self-efficacy, locus of control, and motivation. Finally, composites of civic participation, advocacy, and leadership reliably measured behavioral empowerment. Building on the measurement models, the second phase tested the structural pathways between each empowerment construct. After controlling for measurement invariance over time, the strongest structural model of youth empowerment was found when motivation was measured as a factor of behavioral empowerment as well. While empowering context was a significant predictor of both psychological empowerment and behavioral empowerment, the relationship between psychological empowerment and behavioral empowerment was negative. Lastly, school level significantly moderated the structural model, with the positive relationship between empowering context and behavioral empowerment being stronger for middle school students, and the negative relationship between psychological empowerment and behavioral empowerment being stronger for high school students. In addition to contributing useful information to our understanding of the youth empowerment process, this study provides meaningful and relevant information to program practitioners motivated to empower youth.
