Available in PDF, EPUB and Kindle. Book excerpt: Robert M. Uriu analyzes the industrial policy-making process in Japan for industries faced with sudden economic decline. He takes exception to the traditional view that policy bureaucrats in Japan are autonomous and insulated from societal pressures, arguing that the private sector in Japan has been actively involved in developing and implementing industrial policy. After carefully defining his conceptual framework, Uriu presents case studies of four industries: cotton spinning, steelmaking in minimills, synthetic fibers, and ship building, along with less detailed examinations of coal mining, aluminum smelting, paper, and steelmaking in integrated mills. These industries, he suggests, have sought public policies that enable them to manage competition domestically. In particular, they have fostered cartels to control production or capacity levels in an attempt to stabilize their industry's conditions. In textiles, steel, and ships, Uriu focuses on several of the industries most important to Japan's early postwar economic successes, the very ones first to confront the problems of decline and adjustment. Uriu also shows how Japan's policy choices more recently have become constrained by changes in the domestic antitrust environment and in Japan's external relations. In particular, pressures from Japan's trading partners have limited the policy tools available to Tokyo. As a result, industries have experienced increasing difficulties over time in managing competition in the domestic market. Analysts need to integrate domestic and international factors more carefully, Uriu argues, in order to trace more accurately the interactions between industry actors and the policy environment they face.

Book excerpt: Published in 1997, in this book an attempt has been made to analyze the legal structure of GATT and the WTO as well as those agreements which control trade in textiles. One of the GATT’s major failures was its inability to come into line with the new economic reality and the needs of those states who created this system for controlling international trade. Trade in textiles was an excellent example of this. Now, the WTO aims to overcome this problem thanks to its greater pragmatism and its search for solutions to free trade difficulties. The WTO is not, however, the perfect solution. Its highly political character allows room for improvement even though the key to its success still lies with the effective cooperation of member states. As for the textile sector, this new panorama for trade in goods provides it with a new opportunity to finally return to the general legal framework in the year 2005.

Book excerpt: "There is no doubt that the Eisenhower administration accomplished one of its paramount Cold War strategic objectives: to rebuild Japan's economy and reinstate the nation as a stabilizing, pro-capitalist member in the new world order that had come out of the morass of the Great Depression and the rubble of World War II."--from the Introduction This innovative study investigates how Japan grew from an economically limited country to the threshold of industrial power. The author describes Japanese economic development in the 1950s as one of the major achievements of the Eisenhower administration. In her admirably-clear account of this chapter in U.S.-Japanese relations, Sayuri Shimizu incorporates Japanese as well as American sources. In the process she explains how and why the United States became so intractably involved in Southeast Asia. Not least, she tells an ironic and instructive story of how the United States helped build an economy that later it so bitterly resented.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first book-length study to explain the complex nature of Pakistan-Japan relations. It analyses the evolution and development of relations between the two countries by defining two key factors: economic interests and security concerns in the US-led global security system. Providing a thorough analysis of the history of relations between the countries, the important role Pakistan played in the context of peace and conflict resolution in East Asia during 1947-52, which helped ending the Occupation of Japan and restoring the country’s post-war economy, is highlighted. Pakistan then emerged as the largest trading partner of Japan only after the United States. It was Pakistan’s benevolent role that helped Japan to comeback to Asia in the 1950s as the author explains these events in greater detail that are not commonly known. In the 1960s and also in the 1980s during the Soviet occupation of Afghanistan, Pakistan emerged as one of the largest recipients of Japanese aid. The author explains that Japanese strategic aid to Pakistan was diverted to strengthen democratic values and institutions after the end of the Cold War. He then clarifies that Pakistan-Japan relations were dominated by two main issues during the 1990s, Japanese economic cooperation in Pakistan's trade liberalization, and suspicion about Pakistan's nuclear program. In conclusion, the author states that there has been a remarkable continuity in the area of economic relations, though there have been changes in security concerns. The book sets out future prospects for economic and diplomatic relations between the two countries, and it will be of interest to academics working in the field of International Relations, International Political Economy, and Asian Studies. For intellectuals, diplomats, and businessmen, the book would be a handy reference.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a comprehensive interpretive study of the role of law in contemporary Japan. Haley argues that the weakness of legal controls throughout Japanese history has assured the development and strength of informal community controls based on custom and consensus to maintain order--an order characterized by remarkable stability, with an equally significant degree of autonomy for individuals, communities, and businesses. Haley concludes by showing how Japan's weak legal system has reinforced preexisting patterns of extralegal social control, thus explaining many of the fundamental paradoxes of political and social life in contemporary Japan.

Placing quotas back in the centre of British history, Milward and Brennan make some radical claims for Britain's economic performance in a global context. Looking into a wide variety of industries from motorcars to typewriters, raw chemicals to food produce, they examine the intended and actual obstruction to imported goods represented by quotas, and the political and financial ramifications beyond the statistics. This is the fourth book to be published in the Routledge Explorations in Economic History series.

Book excerpt: The inner workings of a Japanese company are revealed for the first time in Entrepreneur and Gentlemen, a best seller in the original Japanese version. Akira Sueno, the founder and president of Showa Boeki (one of Japan's leading packaging enterprises), typifies the Japanese entrepreneur in his unique system of management. Yet he also has the distinction of being a pioneer in the international trade arena. This broad range of experience has given him an exceptionally clear perspective on the Japanese management system and how it works, as well as an exceptionally detailed view of the behind-the-scenes realities of company life. Because Showa Boeki's history almost exactly parallels the economic growth of Japan—from the postwar chaos to the international activity of today—the story of its development makes for fascinating reading. Entrepreneur and Gentleman not only reveals to Westerners the Japanese company experience, but also offers the West an opportunity to look at itself through Japanese eyes.
