Developing regions seek to expand their economic base through tourism, with endorsement of states and multilateral institutions. Meanwhile, tourism, as a product and process of globalization, can transform host communities and natural resources, affecting local livelihoods and lifestyles. This dissertation utilizes a comparative case study approach to understand the role of tourism in shaping communities, economies, and natural resources in three rural Alaska sites. Sites selected were similar in size, demographic composition and economic history, but varied in their level of tourism involvement. Stakeholder analysis was employed to disaggregate the involvement of various social actors. The purpose of this study was two-fold: (a) to understand how multi-level stakeholders engaged in the process of tourism development within host communities; (b) to investigate how tourism impacts were distributed among various stakeholders. Dynamic relations among local and non-local stakeholders building a tourism economy were explored. Tourism impacts were examined among these stakeholders and other social groups to differentiate tourism beneficiaries and those bearing the burden of tourism. Stakeholder analysis revealed that tourism was introduced to host communities from both local and non-local institutions. Comparative case analysis revealed that corporate investment in tourism increased the scale of the tourism enterprise and facilitated global integration. As tourism expanded, non-local corporations played a greater role in the local economy. Results also showed that tourism impacts were magnified when local patterns of resource use were altered. Tourism resulted in conflicts among stakeholders competing for shared resources, with fishermen and recreation users bearing the brunt of tourism. Tourism provided clear economic incentives for businesses and local governments, but few clear benefits for workers. Finally, the socio-cultural effects of tourism were widely shared, with particular implications for Alaska Natives needing to preserve cultural resources.

Book excerpt: In 1997, scientists at the Pacific Northwest Research Station initiated several social science studies in response to information gaps identified while developing the Tongass Land Management Plan. Results presented here summarize findings from studies of demographic trends and tourism trends in the region based on data available through 2002. Demographic trends suggest that despite having many unique geographic, climatic, and physical characteristics, southeast Alaska exhibits many social conditions and trends similar to those statewide, as well as in the greater United States and nonmetropolitan United States. Much variation exists at the community level, however, when measuring change in population and income in southeast Alaska. In the last decade, tourism has been one of the fastest growing components of Alaskas economy and an important source of export-based income. Natural resource management and use in Alaska will affect and will be affected by trends in tourism growth and activities.

Book excerpt: This report examines the growth and development of the tourism industry in Hoonah, Alaska, and its effects on community life and resource use. The report describes the gradual development of tourism in Hoonah and presents resident perceptions of tourism's effect on the natural and social environment. A multisited ethnographic approach was used featuring indepth, open-ended interviews with local residents, tourism providers, business owners, and government officials. Data were analyzed using Ethnograph, a software program used to assist in coding data based on prominent themes. Results indicate that tourism has brought changes to the lives of Hoonah residents, particularly those relying on natural resources for everyday survival. Expansion of nature-based tourism in the area surrounding Hoonah resulted in conflicts between resource users. The growth of the charter fishing fleet led to competition with commercial fishers. Nature tour operators using remote recreation sites experienced conflicts with local hunters and fishers as well as other commercial guides. The development of a cruise ship destination on private land outside of Hoonah led to shifts in use of this historic site by local residents as well as in use of other private lands used for subsistence. Findings may enable Forest Service planners to identify factors involved in the relation between tourism growth and community well-being. It also may assist small southeast Alaska communities in decisionmaking related to tourism development.

Book excerpt: Recent harvest declines in the Western United States have focused attention on the question of economic impacts at the community level. The impact of changing timber-related economic activity in a given community on other local activity and the general economic health of the community at large has been a persistent and often contentious issue in debates surrounding forest policy decisions. The economic base hypothesis, in which changes in local export-related economic activity are assumed to cause changes in economic activity serving local demand, is a common framework for understanding impacts of forest policy decisions and forms the basis of models commonly used to provide estimates of expected local impacts under different policy options. This study uses community-specific, time-series employment data to test the economic base hypothesis in the small, semi-isolated communities of southeast Alaska. Estimates were derived for each of 15 communities. Export-related activity was not found to cause changes in economic activity serving local demand for the average community. However, the results indicated statistically significant differences among communities in their response to shocks in export related activity. The implications of these results for policy, and for the theory and practice of modeling economic impacts at small spatial scales, are explored in the final sections of this study. Specifically, secondary economic impacts cannot be taken as a foregone conclusion in policy analysis, and the fundamental assumptions of static impact modeling approaches deserve greater scrutiny.
