Es verbindet die Techniken zur Schaffung von Qualität nach dem mehrdimensionalen Begriff mit einem umfassenden Verständnis für die sozialen Zusammenhänge einer Organisation. Man spricht vom TQM daher auch als Management eines sozio- technischen Systems. Die Umsetzung des TQM bedeutet in erster Linie die Änderung der Unternehmenskultur und damit der Denkweise aller Mitarbeiter. Statt starrer Hierarchien verlangt eine nach TQM – Prinzipien arbeitende Organisation nach flexiblen, flachen Strukturen. Teamarbeit wird zum Arbeitsumfeld, in dem Mitarbeiter deutlich mehr Kompetenzen und Verantwortung erhalten. Um diese Herausforderungen auch erfüllen zu können, wird Qualifizierung und Weiterbildung essentiell. Aufgabe der Vorgesetzten wird die Motivation und Unterstützung der Mitarbeiter durch Schaffung optimaler Arbeitsbedingungen. Dazu gehört insbesondere ein lockeres, auf Vertrauen aufbauendes Arbeitsklima. Diese Änderungsanforderungen machen die Einführung des TQM zu einem äußerst anspruchsvollen und langwierigen Prozess. Damit er trotzdem gelingt, können z. B. die Modelle von Quality Awards herangezogen werden. Der Kriterienkatalog des MBNQA, sowie das Modell der EFQM werden vorgestellt. Es wird aufgezeigt, wie die Selbstbewertung nach diesen Konzepten als Implementierungshilfe dienen, und die Hauptursachen für das Scheitern einer TQM – Einführung durch die systematische und schrittweise Vorgehensweise vermieden werden können.
