Book excerpt: This study provides an analysis of the effects of Mexico's industrial development policies on the structure and productivity of its manufacturing base between 1975 and 1985. Because virtually every aspect of the economy was controlled by the government during those years, its trade and development policies have been credited with creating both the greatest industrial expansion and the worst economic crisis in its history. The methodology employed to assess the structural changes in manufacturing is based on the transcendental logarithmic production function which explicitly measures the marginal productivities and elasticities of output with respect to labor, capital and material inputs. In addition, this methodology provides an empirical measure of total factor productivity (TFP), or increase in output not accounted for by increases in factor inputs. The results indicate that TFP contributed negatively to the production process, declining 1.02 percent while growth in output was in excess of 31 percent. The marginal productivity and contribution of capital declined 6.15 percent and 12.12 percent, respectively, more the result of a decline in capital return than from reduced investment. The contribution of labor declined 2.57 percent owing to a 29.75 percent reduction in real wages, as employment grew 55.96 percent. Increases in the prices of material inputs caused its share in the value of output to increase 5.56 percent while the marginal productivity grew a modest 0.12 percent. Trade orientation had no detectable effect on TFP due to relatively insignificant changes in trade performance. Exports grew in real terms but remained a small part of total output (5.3 percent in 1985). Import substitution grew 22.0 percent but imports accounted for only 7.8 percent of domestic use in 1985. Government trade and development programs were primarily responsible for the over-all decline in productivity but not for the variations in TFP among the sectors. Efforts to promote productivity though control of technology transfer, investment, ownership, and financial incentives proved ineffective against extensive protectionist measures and currency controls. These actions provided an anti-export bias and a disincentive to investment in technology.

To determine and characterize that relationship Morris Singer focuses on the various components of equality at different stages of development. The author particularly explores the behavior of income distribution, together with its bearing on the components of aggregate demand. Mexico provided an excellent case to examine in depth because of its impressive growth and the fact that it experienced Latin America’s first successful twentieth-century revolution. Although the Revolution of 1910 hastened social equality and introduced other changes that stimulated Mexico’s economic growth, it could not prevent a serious increase in the inequality of income distribution. By the early 1960s the government found it necessary to rectify this increasing imbalance through a program of expenditures designed to counteract widespread poverty and weak aggregate demand. To ward off inflation, this program in turn could be implemented only by tax reform. In discussing the relationship between development and equality in its various dimensions, noneconomic as well as economic, this monograph points out that, at the time of this study, government policies in Mexico were dictated by an elite concerned primarily with the country’s economic advancement. Singer concludes that if programs of government expenditure and tax reform succeed in remedying the inequalities of income distribution, this could gradually make possible the development of a more genuine political as well as economic democracy. This book reflects Singer’s interest in the relationship between equality and development. It is the result of five months of intensive in-residence study in Mexico, financed in part by a grant from the Social Science Research Council.

Book excerpt: The industrialization process in Mexico began before that of any other nation in Latin America except Argentina, with the most rapid expansion of new industrial firms occurring in the 1930s and 1940s, and import substitution in capital goods evident as early as the late 1930s. Though Mexico’s trade relations have always been dependent on the United States, successive Mexican presidents in the postwar period attempted to control the penetration of foreign capital into Mexican markets. In Industry, the State, and Public Policy in Mexico, Dale Story, recognizing the significance of the Mexican industrial sector, analyzes the political and economic role of industrial entrepreneurs in postwar Mexico. He uses two original data sets—industrial production data for 1929–1983 and a survey of the political attitudes of leaders of the two most important industrial organizations in Mexico—to address two major theoretical arguments relating to Latin American development: the meaning of late and dependent development and the nature of the authoritarian state. Story accepts the general relevance of these themes to Mexico but asserts that the country is an important variant of both. With regard to the authoritarian thesis, the Mexican authoritarian state has demonstrated some crucial distinctions, especially between popular and elite sectors. The incorporation of the popular sector groups has closely fit the characteristics of authoritarianism, but the elite sectors have operated fairly independently of state controls, and the government has employed incentives or inducements to try to win their cooperation. In short, industrialists have performed important functions, not only in accumulating capital and organizing economic enterprises but also by bringing together the forces of social change. Industrial entrepreneurs have emerged as a major force influencing the politics of growth, and the public policy arena has become a primary focus of attention for industrialists since the end of World War II.
