There are a number of areas of overlap between capital improvements designed to improve operations, maintenance, safety, and air quality goals that provide a rich opportunity to leverage funds and use resources more cost-effectively while meeting agency goals in two or more of the areas. The objective of this research is to develop analytical tools that can efficiently evaluate common capital projects used to meet agency goals in one area (operations, safety, air quality, and maintenance) but that also have a significant impact on the others.

While each factor is important, consideration of one factor may impact another negatively. The tradeoffs between factors are often not well understood. The failure or inability to consider these impacts is of particular concern, as a general improvement in one area (ex. operations), may have adverse results on another. This dissertation presents a methodology to link safety and operations in order to determine the tradeoffs of improvements. A zero-inflated Poisson model was selected to model safety and was specified within a hierarchical Bayesian framework. Bayesian p-values were utilized to establish model confidence and found that the model which was developed appeared to fit the data reasonably well. Model results indicated that the approach speed limit, opposing approach speed limit, right turn lane length, maximum green time for the through movement, median width, land use and left turn movement all had an effect on the number of crashes per site per approach at different levels of severity. Protected/permitted phasing and through movement had an effect on crashes at all types of severities. Protected/permitted phasing had an effect on the overall number of crashes per site by approach when not considering severity. Twenty three case studies were simulated to determine how safety or operational countermeasures impacted their counterpart. Impacts were assessed at the approach level and for the intersection as a whole. Benefit-Cost analysis was performed to further quantify the financial impacts of selected countermeasures. Based on the simulations, the impact of safety changes on operations could be considered to be more negative than positive. Benefit-Cost analysis found that, for safety improvements, only four of the ten study sites produced a B/C ratio greater than 1.0. The impacts on safety of operational countermeasures were generally found to be positive. Eleven of the thirteen operational study sites produced a B/C ratio greater than 1.0.

Several locations where these access management techniques have been installed in the state of Utah were selected for analysis of the safety impacts. Although crash rates were not necessarily reduced as a result of the access management techniques, other safety improvements were observed. The raised medians generally reduced the more serious types of collisions, which resulted in a decrease in the severity of crashes. The fatality rates generally decreased as crashes became less severe. Because fatalities and the overall severity of crashes decreased, the overall cost of crashes was reduced. The cost of installing the raised medians was easily recouped by this reduction in the cost of crashes.

Book excerpt: As part of its responsibilities under the Clean Air Act, the U.S. Environmental Protection Agency sets National Ambient Air Quality Standards (NAAQS) for the air pollutants carbon monoxide, lead, oxides of nitrogen, particulate matter, ozone, and sulfur dioxide. EPA uses a weight of evidence approach to evaluate evidence from scientific studies and describe the causal relationships between these criteria pollutants and any adverse impacts on human health and on public welfare - including impacts on wildlife, water, forests, agriculture, and climate. The evaluation, called an Integrated Science Assessment, is used to inform standards setting associated with the criteria pollutants. This report, produced at the request of EPA, describes EPAs and several other frameworks for inferring causality of health or welfare effects and the characteristics of evidence useful for forming a causal determination. The report concludes that EPAs causal framework is effective, reliable, and scientifically defensible, provided that key scientific questions are identified and a range of necessary expertise is engaged. More transparency in how EPA integrates evidence could improve confidence in their determinations, and more guidance is needed in the framework on how evidence should be examined for vulnerable groups (e.g., human sub-populations) and sensitive ecosystems or species.

Book excerpt: Due to environmental concerns, transportation studies have extensively evaluated emission impacts associated with traffic operational strategies and transportation policies. However, the impact studies mainly relied on emission impacts found using demand forecasting models. Such planning models cannot capture individual vehicles. interactions (i.e., lane changes or stop-and-go movements) or detailed traffic operations such as with traffic signals. These limitations often lead to under-estimated emissions while evaluating several policies. Even though many studies utilized microscopic traffic models to better estimate emissions, the studies have not considered further steps such as air quality estimation and health impact studies. This research develops an integrated framework for evaluating air quality and health impacts of transportation corridors using a microscopic traffic model, a micro-scale emissions model, a non-steady state dispersion model, and a health impact model. The main advantage of this approach is to better estimate air quality and health impacts from vehicle interactions and detailed traffic management strategies. As a case study, we evaluate air quality and health impacts of several scenarios associated with major transportation corridors accessing the San Pedro Bay Ports (SPBP) complex, California. The study context consists of two 20 miles-long major freight freeway corridors and nearby arterials, as well as line-haul rail along the Alameda corridor and several rail yards associated with the SPBP complex. For the scenarios, we consider a clean truck program, cleaner locomotives, and modal shifts compared to the 2005 baseline. All scenarios performed with the integrated framework have provided larger improvements of air quality and health impacts associated with transportation corridors than conventional frameworks using transportation planning models. However, the difference in air quality and health impacts from modal shift scenarios between clean trucks and locomotives are minor. As exploratory research, pollution response surface models are developed. The main objective of the pollution response surface model is to avoid the high computational cost of the microscopic traffic model, which makes it difficult to estimate traffic for multiple days needed for evaluating emissions and health impacts over longer periods such a climate season. A conceptual framework for estimating pollution response surface models is proposed. Using a hypothetical network, response surfaces of NOX and PM are estimated.
