Book excerpt: Excerpt from High-Speed and Carbon Tool Steels: Their Characteristics and Treatment Previous to 1909, each of the U. S. Navy yards prepared requisitions for the purchase of tool steels for its own purposes. These requisitions either specified that proprietary material should be purchased or that the award of contract be based on information obtained by a test of some description on samples submitted by the bidders. By this method, there could be no uniformity in the specifications of the navy yards, and in order to centralize purchasing and to standardize the tool' steels, a tool steel board recommended that the Philadelphia Navy Yard be made the purchasing station. This action was taken in 1909 and at that time specifications were drawn up for one high-speed steel and three grades of carbon steel. The chemical composition required for the high-speed steel differed from that of any of the commercial brands, but the chemical composi tion of each grade of carbon steel corresponded to that of commercial tool steels. The three grades of carbon tool steel varied principally in their carbon content, in order to adapt them to the purposes for which such tool steels are generally used. The contracts were awarded to the lowest responsible bidder who was able to meet these specifica tions for tool steel of a chemical composition within the specified limits. The specifications required physical tests in addition to chemical analysis, as a part of the inspection, but these tests did not give decisive results and proved conclusively that it was advisable to revise the existing specifications. This step was taken because these specifications did not provide a means of ascertaining the relative merits of the tool steels offered by the different bidders, or of learning whether there were other tool steels that were superior to those within the specified limits of chemical composition. In the steel trade, perhaps more than in any other trade, the consumer looks to the manufacturer to furnish instructions about all materials and processes relating to the properties of steel. This kind of examination the steelmaker developed into an art, which he practised with wonderful proficiency and accuracy long before the science of analytical chemistry was competent to replace his "tempers" by percentages of carbon. From the combined experience of the maker and user of steel there arose eventually a system whereby material of approximately the same kind was supplied, from whatever source it came, for the same purpose. As this system was based on appearances intelligible only to the competent steelmaker, it was inevitable that he should, in most cases, become arbiter and judge as to defects and remedies incidental to the heat treatment of tools. The rules, which have been deduced from theory, of what has to be observed in the above-mentioned operations are in themselves of a simple nature and readily comprehended, and a more universal knowledge of them has been diffused by the scientific publications of the above-mentioned writers, as well as by the so-called "directions for the treatment" of the steel, which nearly every manufacturer of toot-steel furnishes to bis customers. The almost sole object of these directions is to promote a more intimate knowledge of steel and its treatment in the manufacture of tools among those who are especially entrusted with it, but, as a rule, an explanation of "how and by what means" their observance is to be effected is wanting. The steel recommended by them is not seldom invested with mysterious properties, and encouragement is frequently given to the continuance of primitive appliances, but little suitable for the purpose and difficult to attend. In these directions the pith of the matter is very seldom treated of, or only in a very brief way, so that the changes which the steel undergoes in the various operations of the manufacture of tools remain, as a rule, not understood, and there is no probability of the mind being directed towards the necessity of suitable working appliances. Publications on this subject derived from practice are also scarce, because experiences gathered in this line are preferably kept secret.
