Outside money--party soft money as well as special interest dollars--continues to influence election results and affect public policy even as its sources remain obscure. In The Other Campaign, David B. Magleby and his contributors follow the money trail to show a different side of electoral politics--beyond the bandboxes and stump speeches and into the inner workings of sophisticated campaign communications and noncandidate campaigning. Focusing on 9 highly competitive races in both the House and Senate, this book shows the positive and negative effects of outside money and enlightens the debate over campaign finance reform with its extensive and original data analysis. Available in PDF, EPUB and Kindle. Book excerpt: Praised by the late John Lewis, this is the seminal book about the long and ongoing struggle to win voting rights for all citizens by the president of The Brennan Center, the leading organization on voter rights and election security, now newly revised to describe today’s intense fights over voting. As Rep. Lewis said, and recent events in state legislatures across the country demonstrate, the struggle for the right to vote is not over. In this “important and powerful” (Linda Greenhouse, former New York Times Supreme Court correspondent) book Michael Waldman describes the long struggle to extend the right to vote to all Americans. From the writing of the Constitution, and at every step along the way, as disenfranchised Americans sought this right, others have fought to stop them. Waldman traces this history from the Founders’ debates to today’s many restrictions: gerrymandering; voter ID laws; the flood of dark money released by conservative organizations; and the concerted effort in many state legislatures after the 2020 election to enact new limitations on voting. Despite the pandemic, the 2020 election had the highest turnout since 1900. In this updated edition, Waldman describes the nationwide effort that made this possible. He offers new insights into how Donald Trump’s false claims of fraud—“the Big Lie”—led to the January 6 insurrection and the fights over voting laws that followed one of the most dramatic chapters in the story of American democracy. As Waldman shows, this fight, sometimes vicious, has always been at the center of American politics because it determines the outcome of the struggle for power. The Fight to Vote is “an engaging, concise history…offering many useful reforms that advocates on both sides of the aisle should consider” (The Wall Street Journal).

Available in PDF, EPUB and Kindle. Book excerpt: In 2002 Congress enacted the Bipartisan Campaign Reform Act (BCRA), the first major revision of federal campaign finance law in a generation. In March 2001, after a fiercely contested and highly divisive seven-year partisan legislative battle, the Senate passed S. 27, known as the McCain-Feingold legislation. The House responded by passing H.R. 2356, companion legislation known as Shays-Meehan, in February 2002. The Senate then approved the House-passed version, and President George W. Bush signed BCRA into law on March 27, 2002, stating that the bill had "flaws" but overall "improves the current system of financing for federal campaigns." The Reform Act was taken to court within hours of the President's signature. Dozens of interest groups and lawmakers who had opposed passage of the Act in Congress lodged complaints that challenged the constitutionality of virtually every aspect of the new law. Following review by a special three-judge panel, the case is expected to reach the U.S. Supreme Court in 2003. This litigation constitutes the most important campaign finance case since the Supreme Court issued its decision in Buckley v. Valeo more than twenty-five years ago. The testimony, submitted by some of the country's most knowledgeable political scientists and most experienced politicians, constitutes an invaluable body of knowledge about the complexities of campaign finance and the role of money in our political system. Unfortunately, only the lawyers, political scientists, and practitioners actually involved in the litigation have seen most of this writing—until now. Ins ide the Campaign Finance Battle makes key testimony in this historic case available to a general readership, in the process shedding new light on campaign finance practices central to the congressional debate on the reform act and to the landmark litigation challenging its constitutionality.
