É - Upon-the'fe admiflions of the adverfaries of the Catholic 'caufe, the Committee have thought it prudent to clofe. - They might conteit the pofition, that, few only of the body of Catholics reprobate the doctrines in - But waving allt'difpute u on that point, they rather chufe to'rry the canfo on their adverfaries own admiflions; - They therefore adopt t e form of an Oath, in which the Catholics renounce fuch of the doc trines imputed to them as are flip ofed to be morally or politically evil. Neither do they claim *an exemption from the enal laws or 'all the Body; they claim it for thofe only, who make the renunciation in queftion.' - To them the adverfaries of the Catholics (if they are confiflent with their own principles or even it ith their own' prejudices, ) muit'admit Toleration'ought to be extended - The operation therefore of the Bill is to leave thofe ideal numbers of Catholics who perfilt to hold the tenets in queltion, (mere hon-entities, we hope, ) to continue vit'tims' to the laws enaéted'againfi all Communicants with the See of Rome, indifcriminately, and to the animofities, which gave rife to them but at the fame time to make an opening, through which fuch of the Communicants with that See, as protefi againfl the doftrinescin queftion, (that is, we hope, the whole body of Englifh Catholics, ) may flip from under the operation of the laws in gueftion, unheeded and unobferved. The confcquence is, that, in fact a confiderable portion of relief is procured for all the Englifh Catholics, while at the fame time there is little reafon to apprehend any thing of that fenfelefs, but formidable outcryg-which was raifed in 1780 againft the fiatute which paired in for the relief of Catholics under the appellation of Papifis, - a name we have always confidercd Opprobious, but the only name by which we have been known in the law of England, fince the Reformation. - Upon thefe grounds, therefore, we fubmit to you, whether the praprz'rg' of the defcription in quefiion, and its probaéle efimg', be not indifputable. The number and variety of influences at work, the abolition of the Penal Laws, the influx of the French Refugee Clergy, the return of our Colleges and Convents to English soil, and other influences as well, combine to fill it with instructive historical lessons. It has been endeavoured to present a history of the Eng lish Catholic body in general, together with a detailed account of their development in London and the home counties, - the old London District, as it was called. For obvious reasons no attempt has been made to de scribe the Catholic missions throughout the country. Among English archives, the most important are those belonging to the catholic cathedral of Westminster. No others can compare with them in value for the inner history of English catholicism. As their contents, however, are of importance only from the end of the sixteenth century, the letters, reports, and memorials of English catholics and Roman officials which they contain, are only of service for the last chapter of this volume. The rich treasures of the Public Record Office have been already largely made public in the Calendars of State Papers. However, for some series (especially Italian Sizzler), I have been able to draw upon fresh sources of information. As regards the results yielded by the Recusant Rolls, I must refer to Ch. I., 4. The British Museum and the Bodleian Library were invaluable to me on account of their original editions of royal proclamations, and, above all, for their rich store of pamphlets and broadsides. For although it was only in the seventeenth century that the classical period of political pamphleteering dawned for England, still as early as the time of Elizabeth, broadsides and pamphlets had become such a power in public life that no student of history can pass over these sources of information with impunity. So, when the Great War broke out, it was not surprising that Catholics should have flocked to arms for the defence of the country they loved - and loved, not because it has admittedly treated them so generously and respected their devotion, but because it is their country and the instincts of patriotism are so deeply inrooted in all who bear the Catholic name. It is a great written debate between the exponents of different ways of living and looking upon life. Never before have solutions so divergent been offered to the riddle of human destiny and never have the protagonists been more belligerent. We all feel that the older English letters were concerned with an established point of view; that, while Spenser was an Anglican and Milton a Puritan, their human creed, their idea of man, was substantially the same. But the pressure of these latter days has lain heavily on every kind of art; and literature has been forced to voice the protest or the defense of a multitude of individuals deriving their strength from sources which have very little in common. In many ways the influence of this state of affairs has been evil and has led to recklessness and perversity in the statement of opinion, as well as to the abandonment by a large portion of the reading public of anything like standards, not only of judgment but even of taste. On the other hand, there are many who as a result of the modern upheaval have grown quite tired of eccentricity and faddishness; who are convinced as men otherwise circumstanced could scarcely be convinced, that some basic philosophy is needed to save art from ruinous futility.
