Book excerpt: The Tibetan Policy Act of 2002 (TPA) is a core legislative measure guiding U.S. policy toward Tibet. Its stated purpose is "to support the aspirations of the Tibetan people to safeguard their distinct identity." Among other provisions, the TPA establishes in statute the State Department position of Special Coordinator for Tibetan Issues and defines the Special Coordinator's "central objective" as being "to promote substantive dialogue" between the government of the People's Republic of China and Tibet's exiled spiritual leader, the Dalai Lama, or his representatives. The Special Coordinator is also required, among other duties, to "coordinate United States Government policies, programs, and projects concerning Tibet"; "vigorously promote the policy of seeking to protect the distinct religious, cultural, linguistic, and national identity of Tibet"; and press for "improved respect for human rights."

Book excerpt: The Tibetan Policy Act of 2002 (TPA) is a core legislative measure guiding U.S. policy toward Tibet. Its stated purpose is "to support the aspirations of the Tibetan people to safeguard their distinct identity". Congress has shown a strong interest in Tibet since the 1980s, passing dozens of laws and resolutions related to Tibet, speaking out about conditions in Tibet, and welcoming visits by the Dalai Lama and, more recently, the political head of the India-based Central Tibetan Administration. Such actions have long been a source of friction in the U.S.-China relationship. China charges that they amount to support for challenges to Chinese rule in Tibet. This book discusses the U.S. policies and relations with Tibet, human rights and Tibet's religious freedom reports.

Into Tibet is the incredible story of a 1949–1950 American undercover expedition led by America’s first atomic agent, Douglas S. Mackiernan—a covert attempt to arm the Tibetans and to recognize Tibet’s independence months before China invaded. A Nepal-based American journalist reveals how the clash between the State Department and the CIA, as well as unguided actions by field agents, hastened the Chinese invasion of Tibet. A gripping narrative of survival, courage, and intrigue among the nomads, princes, and warring armies of inner Asia, Into Tibet rewrites the accepted history behind the Chinese invasion of Tibet. “A gripping tale.” —The Washington Post

U.S. concern over human rights in China has been a central issue in U.S.-China relations, particularly since the Tiananmen crackdown in 1989. In recent years, human rights conditions in China have deteriorated, while bilateral tensions related to trade and security have increased, possibly creating both constraints and opportunities for U.S. policy on human rights.

Book excerpt: Why Tibetan monks are setting themselves on fire Since the 2008 uprising, nearly 150 Tibetan monks have set fire to themselves in protest at the Chinese occupation of their country. Most have died from their injuries. Author Tsering Woeser is a prominent voice of the Tibetan movement, and one of the few Tibetan authors to write in Chinese. Her stirring acts of resistance have led to her house arrest, where she remains under close surveillance to this day. Tibet On Fire is her account of the oppression Tibetans face and the ideals driving those who resist, both the self-immolators and other Tibetans like herself. With a cover image designed by Chinese dissident artist Ai Weiwei, Tibet on Fire is angry and cogent: a clarion call for the world to take action.

Available in PDF, EPUB and Kindle. Book excerpt: The Chinese government's education policy in the Tibet Autonomous Region (TAR) is significantly reducing the access of ethnic Tibetans to education in their mother tongue. Although the policy claims to promote bilingual education, it is in practice, leading to the gradual replacement of Tibetan by Chinese as the medium of instruction in primary schools throughout the region, except for classes studying Tibetan as a language. This report details how state polices now mean that more primary schools and even kindergartens use Chinese as the teaching language for Tibetan students, and documents the impact on Tibetan families and children. Since the policies were introduced, Tibetans have staged protests against them, and written documents by students, scholars, and others attest to continuing concern about the direction of China's education policies for Tibetans. Human Rights Watch urges the Chinese government to ensure that all Tibetan children can learn in and use Tibetan, to end policies that erode access to mother tongue education, and to end repression of peaceful activism in support of language rights.

Book excerpt: In 1728 a stranger handed a letter to Governor Yue calling on him to lead a rebellion against the Manchu rulers of China. Feigning agreement, he learnt the details of the plot and immediately informed the Emperor, Yongzheng. The ringleaders were captured with ease, forced to recant and, to the confusion and outrage of the public, spared. Drawing on an enormous wealth of documentary evidence - over a hundred and fifty secret documents between the Emperor and his agents are stored in Chinese archives - Jonathan Spence has recreated this revolt of the scholars in fascinating and chilling detail. It is a story of unwordly dreams of a better world and the facts of bureaucratic power, of the mind of an Emperor and of the uses of his mercy.
