Book excerpt: This book examines the engagement between the United Nations’ human rights machinery and the respective governments since Sri Lanka (then Ceylon) joined the United Nations. Sri Lanka has a long and rich history of engagement with international human rights instruments. However, despite its active membership in the UN, the country’s post-colonial trials and tribulations are emblematic of the limited influence the international organisation has exerted on this country in the Global South. Assessing the impact of this international engagement on the country’s human rights infrastructure and situation, the book outlines Sri Lanka’s colonial and post-colonial development. It then considers the development of a domestic human rights infrastructure in the country. It also examines and analyzes Sri Lanka’s engagement with the UN’s treaty-based and charter-based human rights bodies, before offering conclusions concerning the impact of said engagement. The book offers an innovative approach to gauging the impact of international human rights engagement, while also taking into account the colonial and post-colonial imperatives that have partly dictated governmental behaviour. By doing so, the book seeks to combine and analyse international human rights law, post-colonial critique, studies on biopower, and critical approaches to international law. It will be a useful resource not only for scholars of international law, but also for practitioners and activists working in this area.

Over the past thirty years, Up-country (Indian) Tamils generally have tried to secure their vision of living within a multi-ethnic Sri Lanka, not within Tamil Eelam, the separatist dream that ended with the civil war in 2009. Exploring Sri Lanka within the deep history of colonial-era South Asian plantation diasporas, the book argues Up-country Tamils form a "diaspora next-door" to their ancestral homeland. It moves beyond simplistic Sinhala-Tamil binaries and shows how Sri Lanka's ethnic troubles actually have more in common with similar battles that diasporic Indians have faced in Fiji and Trinidad than with Hindu-Muslim communalism in neighbouring India, Pakistan and Bangladesh. Shedding new light on issues of agency, citizenship, displacement and re-placement within the formation of diasporic communities and identities, this book demonstrates the ways that culture workers, including politicians, trade union leaders, academics and NGO workers, have facilitated the development of a new identity as Up-country Tamil. While cases of extreme physical abuse by the Lebanese women who hire housemaids - Madames - are an exception, what has become normalised are more insidious patterns of domination used to control each and every aspect of their employees' lives. For their part, Sri Lankan housemaids are not merely passive victims. Away from direct provocation and first-hand repercussions, they try to deflect what Pierre Bourdieu has called 'symbolic violence'. These attempts at 'everyday forms of resistance', as defined by James Scott, can help loosen their employers' grip. Yet, as this unprecedented study shows, the Madame/housemaid relationship and the rules that govern it remain under the managerial hold of the Madame.
