What policies, cultural practices, and institutions were responsible for this outcome? How were the inevitable disruptions to social and political life coped with? This innovative volume illustrates the contribution of economic thinking (scientific, official and popular) to the public understanding of British economic experience over the period 1688-1914. Political economy has frequently served as the favourite mode of public discourse when analysing or justifying British economic policies, performance and institutions. These sixteen essays, centering on the peculiarities of the British experience, are grouped under five main themes: foreign assessments of that experience; land tenure; empire and free trade; fiscal and monetary regimes; and the poor law and welfare. This is a collaborative endeavour by historians with established reputations in their field, which will appeal to all those interested in the current development of these branches of historical scholarship.

Book excerpt: While the need for a history of liberalism that goes beyond its conventional European limits is well recognized, the agrarian backwaters of the British Empire might seem an unlikely place to start. Yet specifically liberal preoccupations with property and freedom evolved as central to agrarian policy and politics in colonial Bengal.Ê Liberalism in Empire explores the generative crisis in understanding propertyÕs role in the constitution of a liberal polity, which intersected in Bengal with a new politics of peasant independence based on practices of commodity exchange. Thus the conditions for a new kind of vernacular liberalism were created. Andrew SartoriÕs examination shows the workings of a section of liberal policy makers and agrarian leaders who insisted that norms governing agrarian social relations be premised on the property-constituting powers of labor, which opened a new conceptual space for appeals to both political economy and the normative significance of property. It is conventional to see liberalism as traveling through the space of empire with the extension of colonial institutions and intellectual networks. SartoriÕs focus on the Lockeanism of agrarian discourses of property, however, allows readers to grasp how liberalism could serve as a normative framework for both a triumphant colonial capitalism and a critique of capitalism from the standpoint of peasant property.

Available in PDF, EPUB and Kindle. Book excerpt: 'An invaluable primer to some of the underlying tensions behind contemporary political debate' Financial Times It has always been an important part of British self-image to see the United Kingdom as an ancient, organic and sensibly managed place, in striking contrast to the convulsions of other European countries. Yet, as Julian Hoppit makes clear in this fascinating and surprising book, beneath the complacent surface the United Kingdom has in fact been in a constant, often very tense argument with itself about how it should be run and, most significantly, who should pay for what. The book takes its argument from an eighteenth century cartoon which shows the central state as the 'Dreadful Monster', gorging itself at the dinner table on all the taxes it can grab. Meanwhile the 'Poor Relations' - Scotland, Wales and Ireland, both poor because of tax but also poor in the sense of needing special treatment - are viewed in London as an endless 'drain on the state'. With drastically different levels of prosperity, population, industry, agriculture and accessibility between the United Kingdom's different nations, what is a fair basis for paying for the state?

Book excerpt: This collection of interdisciplinary essays focuses on the articulation and interplay of 'Irish' and 'British' identities during the Victorian period in Ireland, Great Britain and beyond. To some commentators inherently antagonistic, to others potentially complementary, 'Irishness' and 'Britishness' were described and contested with increasing intensity throughout the long period of Victoria's reign. These essays utilize a range of themes to throw light on the complexities of that relationship, including the Victorian monarchy's attitude towards Ireland and Irish reactions to it, debates about Irish difference and integration, and varied constructions of Ireland's place in the imperial world order. It gives particular attention to the Famine as a rupturing force in Victorian Irish-British relations and to attempts made to contain this cleavage in literature, economic theory and policy.
