Book excerpt: This dissertation presents three essays in labor economics. Chapter 1 explores the effects of changes in the overall educational attainment of workers on wage and employment structure, exploiting a college education policy that has been implemented in Korea over the past 60 years. The Korean government determines a college enrollment quota for each year, which limits the number of college freshmen. The quota has been binding in all years. This study first estimates the causal effect of the relative supply of college workers to high school workers on the relative wage using the college enrollment quota as an exclusion restriction. It then develops and estimates a dynamic equilibrium model that explains the changes in educational attainment, wages, and employment structure simultaneously. Chapter 2 separately estimates the effects of kindergarten-entry age, age-at-test and schooling on cognitive skills using the new identification strategy. These three variables are considered to be perfectly multicollinear so that it is deemed that it is not possible to identify their effects separately. I exploit summer break as a period when age increases but schooling does not. The summer break and the variations in survey date in NLSY79-CS make it possible to resolve the multicollinearity problem. The main findings from the instrumental variable estimations are (1) kindergarten-entry age has a positive effect on math and reading scores; (2)the aging without schooling during summer break does not improve any test score; (3) schooling is the most important factor that improves the cognitive skills among the three factors. Chapter 3 investigates pecuniary and non-pecuniary returns to education exploiting regional variations in college attendance rate induced by the College Enrollment Quota Policy in Korea. The Korean government regulates the maximum number of college freshmen that each college can select for each year. This study employs the ratio of college enrollment quota to the number of 12th graders in the province of residence as an instrument for the years of education. The IV estimates show that an additional year of education increases hourly wage by 10.8-13.6 percent by specification. Education also increases fringe benefits, job satisfaction and life satisfaction.

In the first essay "Conscription and the Returns to Education: Evidence from a Regression Discontinuity" we use a regression discontinuity design to first identify the effect of peacetime conscription on education and labor market outcomes. Results indicate that conscription eligibility induces a significant increase in years of education, which is consistent with conscription avoidance behavior. However, this increased education does not result in either an increase in graduation rates, or in employment and wages. Additional evidence shows conscription has no direct effect on earnings, suggesting that the returns to education induced by this policy was zero. In the second essay "Quality of Higher Education and Earnings: Regression Discontinuity Evidence from the French Baccalaureate", we use a regression discontinuity design to examine the returns to quality of postsecondary education. We compare the outcomes of students who marginally pass and fail the first round exams of the French Baccalaureate, a degree that students must earn to graduate from secondary school. Marginally passing increases the likelihood of attending a higher quality university and a STEM major. Threshold crossing also increases earnings by 13.6 percent at the age of 27 to 29. After ruling out other channels that could affect earnings, we conclude that increased access to higher quality postsecondary education leads to a significant earnings premium. In the third and final essay "Better or Best? High School Quality and Academic Performance" we look at the effects of attending a higher quality high school on the academic performance and college outcomes of young Chinese students. Specifically, in our analysis, we draw a distinction between going to a better school, regardless of tier, and going to a top-tier school. We find that college entrance exam test score gains and improved college outcomes are only realized for individuals attending the most elite set of high schools. These results are mainly driven by males as we find no significant effects on academic performance for females. Finally, we provide evidence suggesting that these academic gains are mostly due to variation in teacher quality. The first chapter is focused on the economics of gender, and the other two chapters are focused on the economics of education. A common theme in all these three chapters is studying the outcomes of disadvantaged groups in society, with an eye to policy interventions that could improve these outcomes. The first chapter examines whether women face a glass ceiling in the labour market, which would imply that they are under-represented in high wage regions of the wage distribution. I also measure the extent to which the glass ceiling comes about because women are segregated into lower-paying firms (glass doors), or because they are segregated into lower-paying jobs within firms (within-firm glass ceilings). I find clear evidence that women experience a glass ceiling that is driven mainly by their disproportionate sorting across firm types rather than sorting across jobs within firms. I find no evidence that gender differences in sorting across firms can be accounted for by compensating differentials. However, my results are consistent with predictions of an efficiency wage model where high-paying firms discriminate against females. The second chapter estimates the effect of publicly-disseminated information about school achievement on school choice decisions. We find that students are more likely to leave their school when public information reveals poor school-level performance. Some parents' respond to information soon after it becomes available. Others, including non-English-speaking parents, alter their school choice decisions only in response to information that has been disseminated widely and discussed in the media. Parents in low-income neighbourhoods are most likely to alter their school choice decisions in response to new information. The third chapter measures the extent to which cross-sectional differences in schools' average achievement on standardized tests are due to transitory factors. Test-based measures of school performance are increasingly used to shape education policy, and recent evidence shows that they also affect families' school choice decisions. There are, however, concerns about the precision of these measures. My results suggest that sampling variation and one-time mean reverting shocks are a significant source of cross-sectional variation in schools' mean test scores.
