Book excerpt: After the publication of his masterpiece of political theory, Leviathan, Or the Matter, and Power of Commonwealth Ecclesiastic and Civil, in 1651, opponents charged Thomas Hobbes with atheism and banned and burned his books. The English Parliament, in a search for scapegoats, even claimed that the theories found in Leviathan were a likely cause of the Plague of 1665 and the Great Fire of 1666. For the modern reader, though, Hobbes is more recognized for his popular belief that humanity's natural condition is a state of perpetual war, with life being "solitary, poor, nasty, brutish, and short." Despite frequent challenges by other philosophers, Leviathan's secular theory of absolutism no longer stands out as particularly objectionable. In the description of the organization of states, moreover, we see Hobbes as strikingly current in his use of concepts that we still employ today, including the ideas of natural law, natural rights, and the social contract. Based on this work, one could even argue that Hobbes created English-language philosophy, insofar as Leviathan was the first great philosophical work written in English and one whose impact continues to the present day.

Data Governance: Value Orders and Jurisdictional Conflicts argues that such conflicts about the collection, transfer, and sharing of digital data have an underestimated - and undertheorized - normative dimension. The book suggests that, while public and private actors are united by the assumption that the governance of data is meaningful in the pursuit of societal goals, they have conflicting visions of what it is precisely that data governance should achieve or avoid, and, in fact, what data actually are. The book offers an innovative conceptual and empirical framework - embedded in international political sociology - to analyse and assess overlapping claims of legitimate control over data. Five case studies provide an in-depth perspective on central conflicts between the major regulatory powers, the European Union, the United States, and private tech companies. In this book, Denise Thompson argues that disaster risk governance (DRG) as a practical and academic matter has not been given the attention it deserves, and as a result, this neglect has undermined the time, money and resources invested in DRR in developing countries since the late 1970s and early 1980s. Thompson proposes that properly conceptualizing DRG based on context will help to address some of the deficiencies. Consequently, DRG needs to become a central focus, particularly for developing countries.
