Book Synopsis Regulating financial stability in higher education by : Great Britain: Parliament: House of Commons: Committee of Public Accounts

This book was released on 2011-06-07 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last five years student numbers and income have grown annually by 2 per cent and 6 per cent respectively. As the sector has begun the transition to a new system of funding in which Funding Council grants to institutions will be replaced by higher tuition fees the Higher Education Funding Council's role in the allocation of funds & influence will diminish. The Department for Education will need to provide new powers for the Funding Council to regulate these institutions and the Funding Council must monitor risks as they emerge and respond quickly. All the indications are that more institutions will charge significantly higher fees than was anticipated by the Department. The Office for Fair Access has yet to agree the measures universities will adopt to widen participation where the proposed fees are above the £6000 level. However it is likely that a significant funding gap of hundreds of millions of pounds for the taxpayer will occur. The Funding Council also has a responsibility for promoting value for money, although it does not assess the value for money of institutions. In future, prospective students will need better information to make an informed choice about where they will study, including comparable information on the financial health of, and value for money provided by, individual institutions. The Funding Council does not normally publish the names of institutions it judges to be at financial risk, so as to protect them while they are in recovery. Now that students are required to make a substantial financial investment in their degree, the Funding Council needs to strike a suitable balance between the interests of institutions and those of prospective students

Book Synopsis HC 811 - Financial Support for Students at Alternative Higher Education Providers by : Great Britain. Parliament. House of Commons. Committee of Public Accounts
Download or read book HC 811 - Financial Support for Students at Alternative Higher Education Providers written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2015 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Approximately 140 institutions offering higher education are termed 'alternative providers'. These alternative providers comprise a diverse range of organisations ranging from private companies to charitable institutions. They do not receive government grants directly but do access public funding through student loans which are used to pay their fees. Following the announcement of higher education reforms in 2011, and the associated increase in tuition fee loans, there has been substantial and rapid growth in the sector. Between 2010/11 and 2013/14, the number of students claiming support for courses at alternative providers rose from 7,000 to 53,000. Over the same period, the total amount of public money paid to students at alternative providers, through tuition fee loans and maintenance loans and grants, has risen from around £50 million to around £675 million. The Department has overall responsibility for oversight of publicly-funded higher education, including alternative providers with publicly-funded students. The Department did not learn from previous Government experience, furthermore, it has been slow to react to warning signs. The rapid expansion in numbers was concentrated in five colleges that accounted for 50% of the expansion. 20% of students receiving funding were not registered for a qualification and drop-out rates were very high in some institutions. There was also evidence from whistleblowers that proficiency in English language was not tested, that some institutions were recruiting students on the streets, and that students claiming funding were not attending colleges.

Book Synopsis Lessons from PFI and other projects by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book Lessons from PFI and other projects written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2011-09 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are legitimate concerns being expressed about the continuing financial cost of PFI for public organisations such as NHS Trusts. The Committee believes that some of the Government's case for using PFI has not been based on robust analysis, but on ill-founded comparisons and invalid assumptions. The costs and benefits identified in business cases need to be revisited after contracts are signed and periodically thereafter, to inform future procurement decisions. In particular, the Committee's view is that the Government should revisit the tax assumptions it builds into the cost and benefit case for PFI. Taxpayers could get a much better deal from PFI, and the taxpayer's position is also made worse by poor transparency of investor and contract information alongside patchy public sector commercial skills. The Treasury and departments should make full use of existing contractual rights of access and further investor information to increase transparency and find ways for taxpayers to get a share of the profits made by PFI contractors. At present, PFI deals look better value for the private sector than for the taxpayer. Private sector funds have built up portfolios of PFI projects from the large market that government has created, benefiting from potential economies of scale without any obligation to share such volume gains. Government, in contrast, has a fragmented approach and is not making use of its bulk buying power. The Treasury is seeking further efficiency savings, but achieving any savings on existing contracts will depend on voluntary agreements with investors and suppliers.
