Book excerpt: This work reveals the true dimension of the African Charter through a systematic analysis of its real or apparent innovations and a detailed assessment of the commitments of the States parties. It also analyzes the effectiveness of the mechanism put in place to monitor compliance with those commitments, examining the practice of the African Commission on Human and Peoples’ Rights from its establishment in 1987. It incorporates major recent achievements in the field of the protection of human rights in Africa, including the creation of the African Court of Human and Peoples’ Rights and the establishment of the African Union. This work is the expanded and updated English version of La Charte africaine des droits de l’homme et des peuples – Une approche juridique des droits de l’homme entre tradition et modernité (Presses Universitaires de France, Paris).

Book excerpt: The articles assembled in Culture Wars and Literature in the French Third Republic describe and analyze the ever-widening attempts in the early years of the Third Republic (1870-1914) to mobilize literary phenomena for the purposes of political and social warfare. Literature became the preferred site in which the human implications of the fiercest and most widespread of these culture wars, the battles over national identity waged between proponents of secular and religious education, were articulated, dramatized and appraised. In studies of Erckmann-Chatrian and Vallès, Rachilde and Colette, the Goncourt brothers and Marcelle Tinayre, La Fontaine and Corneille, the song-writer Jules Jouy and the theater critic Francisque Sarcey among others, some of these essays open up new perspectives on well-known issues such as education, the definition of national classics, Boulangism and women’s liberation, while others bring to light hitherto unsuspected connections between apparently disparate problems like decadence, anarchism and feminism, the mystery of literariness and the ban on Muslim headscarves, or the posthumous publication of private letters and the State’s interest in cultural and literary heroes. The final piece crystallizes the fundamental conflict of democratization: the tension between the republican desire for popular participation and the fear of the consequences of that participation by an uncultured public.

Book excerpt: This volume provides a unique view of the movement for peace during the First World War, with authors from across Europe and the United States, each providing a distinctive cultural analysis of peace movements during the Great War. As Europe began its descent into the madness that became the First World War, people in every nation worked to maintain peace. Once the armies began to march across borders, activists and politicians alike worked to bring an end to the hostilities. This volume explores what peace meant to the different people, societies, nationalities, and governments involved in the First World War. It offers a wide variety of observations, including Italian socialists and their fight for peace, women in Britain pushing for peace, and French soldiers refusing to fight in an effort to bring about peace.

Available in PDF, EPUB and Kindle. Book excerpt: Is voting out of fashion? Does it matter if voters don't show up at the polls? If yes, is legal enforcement of voting compatible with democracy? These are just a few of the questions linked to the thorny problem of electoral abstention. This book addresses the hot question whether there is a duty to vote and if this is enforceable in the form of compulsory voting. Divided into two parts, Anthoula Malkopoulou begins by expertly presenting the importance of compulsory voting today, situating the debate within the contemporary discussion on liberty, equality and democracy. Then, she questions the historical origins of the idea in Europe. In particular, she examines parliamentary discussions and other primary sources from France and Greece, including a few additional insights from other countries like Switzerland and Belgium. Focusing especially on the years between 1870 and 1930, the reader learns about the historical actors of the debates, their efforts to legitimate punishment of abstention through normative arguments, but also their strategic motivations and political interests. While discussions at the beginning of the century focus on introducing compulsory voting, Malkopoulou criticizes its misuse after the Second World War, exposing the contingency of relevant normative claims today and the conditionality of compulsory voting. From ancient times until today, you learn about the ideological debates, their political context and how the problems of equal representation and democratic moderation persist through the ages.

Available in PDF, EPUB and Kindle. Book excerpt: The effects of the War outside present-day Vietnam are ongoing. Substantial Vietnamese communities in countries that participated in the conflict are contributing to renewed interpretations of it. This collection of new essays explores changes in perceptions of the war and the Vietnamese diaspora, examining history, politics, biography and literature, with Vietnamese, American, Australian and French scholars providing new insights. Twelve essays cover South Vietnamese leadership and policies, women and civilians, veterans overseas, smaller allies in the war (Australia), accounts by U.S., Australian and South Vietnamese servicemen as well as those of Indigenous soldiers from the U.S. and Australia, memorials and commemorations, and the legacy of war on individual lives and government policy.
