Die Ergebnisse zur Bildungsbeteiligung von Kindern mit Migrationshintergrund weisen erschreckende Tendenzen auf. Sie zeigen eine systematische Benachteiligung im Bildungssystem. Indikator für dieses Ergebnis ist die starke Präsenz der Kinder mit Migrationshintergrund in Sonder- und Hauptschulen, in Gymnasien hingegen sind sie deutlich unterrepräsentiert. Häufig verlassen sie die Schule ohne jeglichen Abschluss. Die Pisastudien von 2000 und 2003 deuten dies an, indem sie den Kindern aus zugewanderten Familien schlechtere Testergebnisse in der Lesekompetenz bescheinigen und zeigen, dass sie Klassen öfter wiederholen müssen. Seit Pisa und anderen scheint es, als würden Politiker verzweifelt umherirren, um das Bildungssystem zu „verschlimmbessern“. Kaum ein Schuljahr vergeht, ohne dass gravierende Veränderungen im Schulsystem für neuen Gesprächsstoff sorgen. Beispiele hierfür sind G9 oder G8+, Werkrealschule und mit dem Machtwechsel in Baden – Württemberg kommt nun auch noch ein Konzept der Gesamtschule hinzu. Ein unglaublich großes Netz an Möglichkeiten, welches die Frage aufdrängt, ob hier noch sowohl SchülerInnen als auch Eltern einen Überblick haben, um die passgenaue Schule zu finden?! Doch ist dies der wirkliche Grund für die vermeintlich schlechten Bildungserfolge von SchülernInnen mit Migrationshintergrund? Frau Dr. Heike Diefenbach, eine Soziologin und Ethnologin, die als Expertin in Sachen Migration bezeichnet wird, hat in einer ihrer Veröffentlichungen einen Versuch unternommen, theoretische Erklärungen für die Bildungsnachteile von SchülerInnen mit Migrationshintergrund darzustellen. Im nachfolgenden Text wollen wir diese Erklärungsmuster im Wesentlichen kurz skizzieren und am Ende unserer Ausführungen noch einen kleinen Exkurs in empirische Befunde mit einem entsprechenden Fazit wagen.

Demnach sind geringe soziookonomische Status, Sprachbarrieren und Defizite im deutschen Schulbildungssystem als relevante Begrundungsmerkmale zu nennen. Besonders auffallig ist jedoch die Verteilung von Migrantenkinder auf die Schulformen im Ubergang zu Sekundarstufe I, in denen Kinder mit Migrationshintergrund selbst bei gleichem soziookonomischem Status bis zu doppelt so haufig an Hauptschulen prasent sind als die einheimischen Kinder. Dem aktuellem nationalen Bildungsbericht' zufolge besuchen rund 37 Prozent der Jugendlichen ohne Migrationshintergrund ein Gymnasium, aber lediglich 22 Prozent derjenigen mit Migrationshintergrund." Diese Daten und Fakten geben Anlass die Bildungsnachteile der Migrantenkinder zu untersuchen. Die vorliegende Hausarbeit schafft zunachst einen detaillierten Gesamtuberblick auf die theoretischen Erklarungen von Bildungsnachteilen der Migrantenkinder, welche sich in vier Dimensionen (kulturell bezogene Aspekte, humankapitaltheoretischer Ansatz, schulische Merkmale, institutionelle Diskriminierung) kategorisieren lassen. Diese sollen Mechanismen und Annahmen von Handlungen beziehungsweise Handlungsdenken der Migrantenfamilien in Bezug auf die Lernprozesse der Migrantenkinder wiedergeben sowie Folgemechanismen in institutionellen Bildungssektoren aufzeigen. Der Ubergang zur Sekundarstufe 1 bildet scheinbar einen besonderen Schwerpunkt, da das Kriterium fur Bildungsentscheidungen von den Leistungen der Schuler mitbestimmt und die Schulwahl nicht mehr alleine von elterlichen Entscheidungen erfolgt. Dieser Ansatz geht davon aus, dass der Bildungsmisserfolg von Migrantenkinder mit deren kulturellem Erbe zusammenhängt. Unter dem kulturellen Erbe versteht man, den „Prozess, durch den ein Kind in die Kultur eingeführt wird, während dessen es die konstituierenden Elemente einer Kultur und die spezifische Form, in der sie aufeinander bezogen sind, kennenlernt und verinnerlicht.“ Die Basispersönlichkeit eines Kindes wird demnach von den Eltern und dem sozialen Umfeld geformt. Man geht davon aus, dass diese dann oftmals nicht vereinbar mit den Methoden der schulischen Bildung hier in Deutschland ist.

Book excerpt: Developed countries, especially in Europe, face a number of issue related to migration: social and economic disruptions caused by the declining demand for unskilled labour and resulting unemployment, a shortage of skilled labour in many professions, increasing international competition for highly qualified human capital, radical demographic changes, and the forthcoming expansion of the European Union, which will trigger further immigration into major European countries and create new market opportunities in Central and Eastern Europe. This suggests a need for a deeper knowledge of the causes and consequences of increased labour mobility. This is especially important when it is associated with tension and fears among native populations. This book brings together analyses of migration issues in major European countries, and compares evidence with more countries that have traditionally seen the most immigration. First, it studies migration streams since World War II, and reviews major migration policy regimes. Second, it summarizes the empirical evidence measuring wages, unemployment, and occupational choices. Third, it investigates how migrants affects the labour markets of their host countries, and evaluates econometric studies into the wage and employment consequences of immigration. Surprisingly, there is wide evidence that immigration is largely beneficial for receiving countries. There might be phases of adjustment, but there is no convincing evidence that natives' wages are depressed or unemployment increases as a consequence of migrant inflow. However, there is a growing impression that migration does serve less and less the needs of the labour market. This suggests a stronger focus on economic channels of immigration, for which the book provides a conceptual basis and the required empirical facts and institutional background.
