Book excerpt: "In its resolutions 57/141 and 58/240, the General Assembly decided to establish a regular process under the United Nations for global reporting and assessment of the state of the marine environment, including socioeconomic aspects, both current and foreseeable, building on existing regional assessments. In its resolution 71/257, the Assembly recalled that the scope of the first cycle of the Regular Process focused on establishing a baseline and decided that the scope of the second cycle would extend to evaluating trends and identifying gaps. The programme of work for the period 2017-2020 of the second cycle of the Regular Process includes the preparation by the Group of Experts of the Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects, of the second World Ocean Assessment, building on the baselines established by the First Global Integrated Marine Assessment (first World Ocean Assessment). In its resolution 72/73, the Assembly decided that the Group of Experts should proceed on the basis of a single comprehensive assessment. The first symposium was held in 1992, entitled "The Future of the Baltic Sea - Ecology, Economics, Administra tion and Teaching", and the second event took place in 1996, entitled "Sustainable Development in Coastal Regions - a Comparison Between North Atlantic Coast and Baltic Sea". The workshop "Baltic Coastal Ecosystems - Structure, Function and Coastal Zone Management" tried to provide an interdisciplinary forum for discussions, the exchange of ideas and the presentation of scientific results with respect to the Bal tic coast.

It is shown that SGD has been proven to be one of the important sources introducing dissolved substances into the Baltic Sea. The loads of chemical substances delivered to the Baltic sea with SGD have not been quantified so far.

Expanding populations, insecurity of traditional sources of supply and the effects of climate change add urgency to a perceived need to address and overcome the serious challenges of working in the maritime environment. Four promising areas of activity for ‘Blue Growth’ have been identified at European Union policy level including Aquaculture; Renewable Energy (offshore wind, wave and tide); Seabed Mining; and Blue Biotechnology. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests. The persistence of marine litter is the result of a lack of coordinated global and regional strategies, and deficiencies in the implementation and enforcement of existing programmes, regulations and standards at all levels - international, regional and national. The UNEP Global Initiative on Marine Litter provides a platform For The management of marine litter through the establishment of partnerships, cooperative arrangements and coordination of joint activities. it has succeeded in organizing and implementing regional activities on marine litter around the world. In addition to activities in 12 Regional Seas, UNEP commissioned preparation of several documents on specific topics, including UNEP/IOC Guidelines for monitoring of marine litter; Abandoned and lost fishing gear; and Marine litter and market-based instruments. This report provides an overview of the status of marine litter in UNEP's assisted Regional Seas, and highlights the amounts, main sources, impacts, and economics of marine litter, and discusses legislation, policies, compliance and enforcement mechanisms; institutional frameworks and stakeholder involvement; education and outreach strategies; monitoring programmes and research; mitigation activities among other aspects. it concludes that there is an urgent need to approach the issue of marine litter through better enforcement of laws and regulations, expanded outreach and educational campaigns And The employment of strong economic instruments and incentives. it proposes some general recommendations, based on the materials presented in the document, and specific recommendations for fourteen different issues regarding marine litter.
