Book excerpt: Excerpt from The Working Forces in Japanese Politics: A Brief Account of Political Conflicts Superficial observes.) of political and social events in Japan often marvel at what they call the extraordinary adaptability of the Japanese. In a few decades, they say, Japan, on her own initiative, transformed herself from a feudal state into a modern nation. Westerners are fond of this interpretation of modern Japanese history, and many natives of Japan agree with them. Available in PDF, EPUB and Kindle. Book excerpt: This classic introduction to the Japanese political system has been revised and updated to take the account of a time of turmoil in the country's political life. It incorporates new coverage of the end of the Koizumi era, the brief and troubled premiership of Abe, and the selection of Fukuda as prime minister. This edition also includes expanded material on "bubble" and "post-bubble" economic developments, as well as all-new coverage of health care policy. The text opens with an overview of Japan's geographical setting and history. The next group of chapters covers political institutions, processes, and actors. Two sections then address the country's distinctive social order and economy, educational, healthcare, and public safety systems. Part five looks at the increasingly contentious realm of foreign relations and security issues, including China's expanding role and the issue of North Korea. A concluding section considers dynamics of change in Japanese politics.

Available in PDF, EPUB and Kindle. Book excerpt: High economic growth and relatively equitable distribution were among the most conspicuous characteristics of the postwar Japanese political economy. The lure of the Japanese model, however, has faded since the 1990s. Growth is in short supply and equality a thing of the past. In Welfare through Work, Mari Miura looks in depth at Japan's social protection system as a factor in the contemporary malaise of the Japanese political economy. The Japanese social protection system should be understood as a system of "welfare through work," Miura suggests, because employment protection has functionally substituted for income maintenance. A gendered dual system in the labor market allowed a high degree of labor market flexibility, which enabled Japan to achieve high employment rates as well as strong legal protections for regular workers. In recent years, conservatives gradually replaced the productivism and cooperatism that had resulted from earlier party politics with neoliberalism, which, in turn, hampered the effectiveness of the welfare through work system. In Miura's view, the dynamics of partisan competition fostered ideational renewal, just as the political visions and ideologies of the governing party strongly affected the design of the social protection system. In the scenario Miura describes, the partisan dynamics since the 1990s resulted in the policy change that further undermined the social protection system, and the ensuing disruption has been felt throughout Japan.

Available in PDF, EPUB and Kindle. Book excerpt: With expert contributions from both the US and Japan, this book examines the legacies of the US Occupation on Japanese politics and society, and discusses the long-term impact of the Occupation on contemporary Japan. Focusing on two central themes – democracy and the interplay of US-initiated reforms and Japan's endogenous drive for democratization and social justice – the contributors address key questions: How did the US authorities and the Japanese people define democracy? To what extent did America impose their notions of democracy on Japan? How far did the Japanese pursue impulses toward reform, rooted in their own history and values? Which reforms were readily accepted and internalized, and which were ultimately subverted by the Japanese as impositions from outside? These questions are tackled by exploring the dynamics of the reform process from the three perspectives of innovation, continuity and compromise, specifically determining the effect that this period made to Japanese social, economic, and political understanding. Critically examines previously unexplored issues that influenced postwar Japan such as the effect of labour and healthcare legislation, textbook revision, and minority policy. Illuminating contemporary Japan, its achievements, its potential and its quandaries, this book will appeal to students and scholars of Japanese-US relations, Japanese history and Japanese politics.

Available in PDF, EPUB and Kindle. Book excerpt: For some time Japan has been under fire for adjusting too slowly to new realities. While this criticism may be valid on some levels, Japan has been transforming in tandem with both regional and global forces. However, these changes have been largely overshadowed by the immense changes in Asia; including the rise of China, the 1997 Southeast Asian financial crisis and North Korea's development of nuclear weapons. Has Japan, the world's second largest economy, only been muddling through? In this volume the contributors show that although the challenges faced are great, Japan is changing in areas ranging from political leadership, education policy, official development assistance, peace building and security, to defence production, business associations and innovation policy. The book analyses processes of change, focusing on the dynamics of change - rather than structural change or institutional change per se - from four levels: the individual, domestic, regional and global. Forces from outside Japan, such as a changing world order and changes in power relationships in Asia, have driven change along with pressures emerging within Japan, such as the increasing power of public opinion and competitiveness within markets. This book will be of interest to scholars and students of Japanese and Asian Studies, Politics, International Relations, Globalization, Business and Economics.

Available in PDF, EPUB and Kindle. Book excerpt: “This is a nuts and bolts textbook in the best sense of the term. ... It is bound to be a great boon both to teachers and students of contemporary Japanese politics.” —from the Foreword by Haruhiro Fukui This timely volume is the first book in nearly twenty-five years to focus on the party system of Japan. In the past two decades, the Japanese political scene has undergone a dramatic transformation. What had been a two-party system proliferated during the 1960s and 1970s into a seven-party system. This book provides a comprehensive look at all of Japan’s current major and minor national-level parties. For the first time in English, detailed analyses are presented on the Democratic Socialists, the Clean Government party (KÅmeitÅ), and the New Liberal Club. Thorough coverage is provided for parties in the “1955 System”—the ruling Liberal Democratic party and the two long-term opposition parties, the Socialists and the Communists. Many of the new miniparties that have appeared in recent elections are also discussed. Japanese Political Parties gives readers a solid understanding of party histories, leadership, and internal organization, as well as a look at prospects for the future. The party discussions are preceded by three chapters on the laws and political forces affecting Japanese politics. Chapter 1 describes the basic characteristics of the Japanese party system since 1945 and provides an overview of Japanese voting behavior and political values. Chapter 2 describes the “rules of the game”—the electoral laws—and discusses the ongoing political problem of malapportionment. Chapter 3 interprets data on political finance in contemporary Japan. Along with a wealth of information and interpretation, the authors offer insight into the common patterns Japan shares with democracies around the world, placing the Japanese system within the larger context of world party systems. Designed for courses on Japanese politics, this text should also prove useful to students of comparative politics and political parties.
