Available in PDF, EPUB and Kindle. Book excerpt: In the United States, rates of divorce and out-of-wedlock childbirth are climbing so dramatically that over half of the next generation is likely to spend part of its childhood in single-mother families. As many as half of these families will live in poverty, caused in large measure by the failure of current government regulations to secure adequate child support from absent parents and to assure minimum support when parents cannot provide it. Assuring Child Support introduces the Child Support Assurance System, a remedy to this problem that is both feasible and affordable, a practical reform that is within the nation's grasp. "An extremely well-written and provocative book." —Eastern Economic Journal

Book Synopsis State Policy Choices by : Sheldon Danziger
Download or read book State Policy Choices written by Sheldon Danziger and published by Univ of Wisconsin Press. This book was released on 1988 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: With one foot in the rustbelt and the other in the depressed farm economy, Wisconsin, like other states, has plenty of problems. Balancing state expenditures and revenues, expanding economic development, containing medical costs, distributing resources to the needy, reducing financial stress on farmers, and responsibly exploiting natural resources, all are issues discussed in this volume by a variety of experts in a broad range of disciplines. Reductions in federal expenditures have forced important decisions on state and local governments. With its progressive heritage, Wisconsin has often served as a model of wise policymaking. This book is divided into three major sections: Budgets, Finances, and Conditions for Economic Development; Human Need and Human Services; and Agricultural and Natural Resources Policy. An introduction by the editors delineates the unifying themes. Although the issues are all set in the Wisconsin context, many of the problems, proposed solutions, and the innovative programs described in the volume will be of interest to those involved in or studying state and local policymaking in other states.

Book Synopsis Improving Children's Lives by : Rebecca Y. Kim
Download or read book Improving Children's Lives written by Rebecca Y. Kim and published by Routledge. This book was released on 2021-12-12 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1996. For the last three decades, the public income transfer system for families with children in the United States has been criticized for being overly targeted on extremely poor families headed by single mothers. Most criticism has focused on two features of the system: its categorical nature and its reliance on income-tested benefits. Categorical requirements for eligibility, which limit benefits mainly to single-parent families, have been criticized as unfair to two-parent families and as discouraging marriage. Income-tested benefits have been reprimanded because they discourage work in that they reduce benefits by extremely high rates as earnings increase. To remedy these shortcomings of the over-targeted system, the author discusses three policy proposals, all providing universal benefits: (1) a refundable tax credit for children; (2) universal health care coverage; and (3) a child support assurance system.
