Book excerpt: While social welfare programs, often inspired by international organizations, are spreading throughout the world, the more far-reaching notion of governmental responsibility for the basic well-being of all members of a political society is not, although it remains a feature of Europe and the former British Commonwealth. The welfare state in the European sense is not simply an administrative arrangement of various measures of social protection but a political project embedded in distinct cultural traditions. Offering the first accessible account in English of the historical development of the European idea of the welfare state, this book reviews the intellectual foundations which underpinned the road towards the European welfare state, formulates some basic concepts for its understanding, and highlights the differences in the underlying structural and philosophical conditions between continental Europe and the English-speaking world.

Available in PDF, EPUB and Kindle. Book excerpt: The welfare state is a trademark of the European social model. An extensive set of social and institutional actors provides protection against common risks, offering economic support in periods of hardship and ensuring access to care and services. Welfare policies define a set of social rights and address common vulnerabilities to protect citizens from market uncertainties. But over recent decades, European welfare states have undergone profound restructuring and recalibration. This book analyzes people's attitudes toward welfare policies across Europe, and offers a novel comparison with the United States. Occupied with normative orientations toward the redistribution of resources and public policies aimed at ameliorating adverse conditions, the book focuses on the interplay between individual welfare attitudes and behavior, institutional contexts, and structural variables. It provides essential input into the comparative study of welfare state attitudes and offers critical insights into the public legitimacy of welfare state reform.

It aims to increase both theoretical understanding and empirical knowledge of recent welfare reforms in areas including Spain, Denmark, the UK, Germany and the EU as a whole. This book was released on 1981-01-01 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume seeks to contribute to an interdisciplinary, comparative, and historical study of Western welfare states. It attempts to link their historical dynamics and contemporary problems in an international perspective. Building on collaboration between European-and American-based research groups, the editors have coordinated contributions by economists, political scientists, sociologists, and historians. The developments they analyze cover a time span from the initiation of modern national social policies at the end of the nineteenth century to the present. The experiences of all the presently existing Western European systems except Spain and Portugal are systematically encompassed, with comparisons developed selectively with the experiences of the United States and Canada. The development of the social security systems, of public expenditures!and taxation, of public education and educational opportunities, and of income inequality are described, compared, and analyzed for varying groupings of the Western European and North American nations. This volume addresses itself mainly to two audiences. The first includes all students of policy problems of the welfare states who seek to gain a comparative perspective and historical understanding. A second group may be more interested in the theory and empirical analysis of long-term societal developments. In this context, the growth of the welfare states ranges as a major departure, along with the development of national states and capitalist economies. The welfare state is interpreted as a general phenomenon of modernization, as a product of the increasing differentiation and the growing size of societies on the one hand, and of processes of social and political mobilization on the other. It is an important element of the structural convergence of modern societies -- by its mere weight in all countries -- and at the same time a source of divergence by the variations within its institutional structure.

Book excerpt: Our health, our income and our social networks at older ages are the consequence of what has happened to us over the course of our lives. The situation at age 50+ reflects our own decisions as well as many environmental factors, especially interventions by the welfare state. This book explores the richness of 28,000 life histories in thirteen European countries, collected as part of the Survey of Health, Ageing and Retirement in Europe (SHARE). Combining these data with a comprehensive account of European welfare state interventions provides a unique opportunity to answer the important public policy questions of our time – how the welfare state affects people’s incomes, housing, families, retirement, volunteering and health. The overarching theme of the welfare state creates a book of genuinely interdisciplinary analyses, a valuable resource for economists, gerontologists, historians, political scientists, public health analysts, and sociologists alike.

Available in PDF, EPUB and Kindle. Book excerpt: The OECD includes the richest nations in the world. It issues recommendations on economic and social policies. Is its counsel on welfare state policies coherent? And is it followed by member states in Western Europe? These are the guiding questions of this book, which is a first to deal with such issues. The OECD and European Welfare States comprises 14 country studies considering OECD recommendations and their implementation in Western European welfare states, an analysis of the internal processes in the OECD, a theoretical introduction and a concluding comparative chapter. The overall results show a large degree of consistency in OECD analyses and recommendations, though little efficacy is revealed. The authors of this book have compiled a major contribution to the analysis of the impact of international organizations on national welfare states, widening the scope of traditional analyses of national welfare state development.

Available in PDF, EPUB and Kindle. Book excerpt: Though women’s employment patterns in Europe have been changing drastically over several decades, the repercussions of this social revolution are just beginning to garner serious attention. Many scholars have presumed that diversity and change in women’s employment is based on the structures of welfare states and women’s responses to economic incentives and disincentives to join the workforce; How Welfare States Care provides in-depth analysis of women’s employment and childcare patterns, taxation, social security, and maternity leave provisions in order to show this logic does not hold. Combining economic, sociological, and psychological insights, Kremer demonstrates that care is embedded in welfare states and that European women are motivated by culturally and morally-shaped ideals of care that are embedded in welfare states—and less by economic reality.

It has proven an elusive goal, not just because of political opposition but also due to a lack of clarity in how to best frame equality and take account of family-related considerations. This wide-ranging book assembles the most pertinent literature and evidence to provide a critical understanding of how contemporary state policies engage with gender inequalities.

Seventeen contributors provide case studies and legal, sociological and philosophical perspectives from around the continent, building a rich picture of welfare to work policies and their impact. They show how many schemes do not adequately address social rights and lived experiences, and consider alternatives based on theories of non-domination. For anyone interested in the justice of welfare to work, this book is an important step along the path towards more fair and adequate legislation.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first comprehensive analyses of the challenges all European welfare systems have been facing since 2007, combining in-depth country-based studies and comparative chapters. It focuses on: 1) the economic and financial crisis, 2) demographic change, and 3) the balance between avoiding risks and opening up opportunities in social policy. The results show that European welfare systems tend to face the same challenges in different ways and that also their responses to those challenges differ considerably. Although the EU also plays a part in shaping national welfare systems, it becomes evident that European welfare systems are by no means converging: in terms of social policy, national diversity within Europe is still a major factor that will shape future developments in European welfare systems.
