Book excerpt: The near-ubiquitous spread of ICT offers unprecedented opportunities for social and economic agents, reshapes social and economic structures and drives the emergence of socioeconomic networks. This book contributes to the growing body of literature and present state of knowledge, offering the reader broad evidence on how new information and communication technologies impact women's economic and social empowerment and hence have an impact on overall welfare creation. The book is designed to provide deep insight into the theoretical and empirical evidence on ICT as a significant driver of women`s social and economic development. Special focus is given to examining the following broad topics: channels of ICT impact on women's development; the role of ICT in enhancing women's active participation in formal labor markets; examples of how ICT encourages education, skills development, institutions development et alia, and thus contributes to women's social and economic empowerment, as well as case-based evidence on ICT's role in fostering women's equality. The primary audience for the book will be scholars and academic professionals from a wide variety of disciplines but mainly those who are concerned with addressing the issues of economic development and growth, social development, the role of technology progress in the context of broadly defined socioeconomic progress. Book excerpt: On weekday afternoons, dismissal bells signal not just the end of the school day but also the beginning of another important activity: the federally funded after-school programs that offer tutoring, homework help, and basic supervision to millions of American children. Nearly one in four low-income families enroll a child in an after-school program. Beyond sharpening students’ math and reading skills, these programs also have a profound impact on parents. In a surprising turn—especially given the long history of social policies that leave recipients feeling policed, distrusted, and alienated—government-funded after-school programs have quietly become powerful forces for political and civic engagement by shifting power away from bureaucrats and putting it back into the hands of parents. In State of Empowerment Carolyn Barnes uses ethnographic accounts of three organizations to reveal how interacting with government-funded after-school programs can enhance the civic and political lives of low-income citizens.

Available in PDF, EPUB and Kindle. Book excerpt: W.E.B. DU BOIS' role as a contributor to educational thought was ignored throughout his lifetime and has been sparsely considered in the fifty years after his death. Many of the twenty-eight writings contained here have not been viewed in the context of Du Bois' educational thought. This selection of Du Bois' writings is divided into three sections. The first section contains the writings of an adolescent Du Bois, who even at the age of fifteen, had the vision to encourage the people of his hometown to engage in literacy activities and to increase their political awareness. The second section contains the works that led to Du Bois earning his Harvard doctorate, including a tersely worded letter to former President Rutherford B. Hayes when it appeared that Du Bois might have initially been denied a fellowship. The third section includes writings where Du Bois assumed a more combative posture, but in doing so displayed the fire and passion that made him a most influential, although ignored, educational thinker. These writings demonstrate that Du Bois was not an incidental thinker about education—he was a cornerstone contributor.

Book excerpt: This book provides an interdisciplinary examination of the multiple meanings of "empowerment." Rather than seeking to define and critique this term, it draws out a range of different meanings, exploring diverse possibilities for action and engagement. We must carefully examine the possibilities and limits of the approaches to empowerment we choose. Efforts focused on building individual skills and capacities, for example, may overlook opportunities for supporting more collective, community-based forms of social action. In concise chapters, the book maps out a range of ways that people can be empowered along different continuums of power, moving from more familiar forms of teaching and counselling to less common and more radical strategies for fostering solidarity and civil resistance. This will be of great interest to advanced students and scholars in a wide variety of fields, particularly social work, public health, sociology, education, and international development as an introductory yet comprehensive study of the nuances of empowerment.

Book excerpt: ‘Empowerment’ is a term in widespread use today and one that is often considered to be a self-evident good. Here, McLaughlin explores its emergence in the 1960s through to its rise in the 1990s and ubiquity in present day discourse and interrogates its social status, paying particular attention to social policy, social work and health and social care discourse. He argues that a focus on empowerment has superseded the notion of political subjects exercising power autonomously. This innovative volume: - Discusses the relationship between concepts of empowerment and power, as they have been understood historically. - Analyses changes in the conception and meaning of empowerment in relation to the shifting social and political landscape. - Acknowledges the positive impact empowerment strategies have had on those who have campaigned to be empowered and also on those who have saw their role as being to help empower others. - Highlights ways in which talk about empowerment can actually work in such a way as to further disempower those already marginalised. Critically examining how ‘empowerment’ has become embedded in contemporary social and political life, this work offers a discussion of the term’s multiple meanings, what it actually entails, and how it constructs and positions those being empowered and those empowering.

Book excerpt: Empowerment Evaluation in the Digital Villages analyzes a $15 million community change initiative designed to bridge the digital divide in East Palo Alto, East Baltimore, and San Diego. Involving a partnership between Hewlett-Packard, Stanford University, and three ethnically diverse communities, this initiative enabled its constituencies to build their own technology-oriented businesses, improve their education systems, and improve their economic health. While examining this large-scale, multi-site case, Fetterman highlights the potential for empowerment evaluation to build local capacity and sustain improvements within communities. He provides deep insights into key steps in empowerment evaluation by exploring the way that each of these phases took place in the digital villages. Additionally, the text provides evaluators with real-world stories and practical advice from the front lines. The Digital Village case also demonstrates the social value of combining corporate philanthropy, academic prowess, and community empowerment—highlighting the role of evaluation in this process.
