Kosovo has great importance beyond the Balkans as the most ambitious attempt of the international community to prevent internal conflicts and rebuild a society destroyed by war and ethnic cleansing. As the danger of ethnic conflict prevails in the region and elsewhere around the world, the experience of Kosovo offers important lessons. This is a comprehensive survey of developments in Kosovo leading up to, during and after the war in 1999, providing additionally the international and regional framework to the conflict. It examines the underlying causes of the war, the attempts by the international community to intervene, and the war itself in spring 1999. It critically examines the international administration in Kosovo since June 1999 and contextualizes it within the relations of Kosovo to its neighbours and as part of the larger European strategy in Southeastern Europe with the stability pact. It does not seek to promote one interpretation of the conflict and its aftermath, but brings together a range of intellectual arguments from some sixteen researchers from the Balkans, the rest of Europe and North America.

It concludes that in the end, Operation Allied Force's most noteworthy distinction may lie in the fact that the allies prevailed despite the myriad impediments they faced.

This approach was first established by the Realist scholar Kenneth Waltz in 1954 and it marks a key aspect of the Realist-theory of International Relations. On the one hand the Multi-Level-Analysis provides the opportunity to explain the causes of war on different levels of society like the individual, the societal and the international level. On the other hand, conflict resolutions can be found as well by finding and solving the conflict causes on each level. In its first chapter, the following paper will give an overview of the Realist Multi- Level-Analysis as presented by Kenneth Waltz. The theory's application for the explanation and the resolution of conflicts will also be an aspect of the first chapter. The following chapters will use this theoretical template to find and to explain the different conflict causes on each level which lead to the Kosovo-War. Therefore, the second chapter examines the behaviour and policy of the two major protagonists on the individual level. Slobodan Milosevic as President of Yugoslavia and Ibrahim Rugova as the representative of the Kosovo-Albanians will be confronted and compared to find the conflict's individual motives. The third chapter deals with the national resp. societal level. Here the conflicting interests of different ethnical or social groups shall be presented. Drawing in part upon the testimony of Milosevic and other senior Serb and foreign officials who directly interacted with Milosevic, the report analyzes (1) the assumptions and other calculations that underlay Milosevic's initial decision to defy NATO's demands with regard to Kosovo, and (2) the political, economic, and military developments and pressures, and the resulting expectations and concerns that most importantly influenced his subsequent decision to come to terms. While several interrelated factors, including Moscow's eventual endorsement of NATO's terms, helped shape Milosevic's decision to yield, it was the cumulative effect of NATO air power that proved most decisive. The allied bombing of Serbia's infrastructure targets, as it intensified, stimulated a growing interest among both the Servian public and Belgrade officials to end the conflict.
