The research is concerned with the strategies adopted by the urban poor to reduce vulnerability and prevent impoverishment during periods of economic stress. This type of study assists policymakers in designing effective locally based solutions that ensure the poor are themselves active agents of growth, rather than passive recipients of compensatory measures. Three features distinguish this study from other poverty studies:a micro-level approach combining households and communities as the main units of analysis, an unusually long period of observation for some communities and households, and a comparative framework offering fours cases with very different economic development levels and institutional contexts. The study concludes with some priority recommendations for action:1) support households in their role as safety net; 2) alleviate constraints on women's labor supply; 3) ensure that social capital is not taken for granted; 4) develop social policy that integrates human capital and social capital; 5) pursue further research; and 6) develop tools and indicators to strengthen the assets of the poor.

Book excerpt: In light of climate change, farm households in the coastline areas of Myanmar and Vietnam are increasingly vulnerable to flooding and saltwater intrusion along with the rise of sea levels. Due to the lack of information, specifically on the vulnerability of men- and women-headed households to climate-related natural disasters, no adaptive policies and options have been recognized or implemented clearly by governments in Myanmar and Vietnam. Particularly, with the different norms and cultures of the community, the men and women are also vulnerable to the impacts of climate change but often in different ways. Lack of information on the climate-related vulnerability of farm households and lack of understanding of the difference in nature of climate sensitivity and adaptive capacity of women- and men-headed households poses additional challenges for policymakers and development planners. This study aims to fulfill these gaps and provide information on the difference in intensity and context of the climate change vulnerability of men- and women-headed households in Myanmar and Vietnam. This study was conducted with 899 farm households, where about 599 farm households from two regions of Myanmar and 300 households from Thua Thien Hue province of Vietnam were interviewed during 2021-2022. A livelihood vulnerability index approach was applied with 7 major components which comprise a total of 46 indicators (indexes). The study found that farm households in Myanmar are reportedly more vulnerable to climate-related natural disasters than those farmers in Vietnam. Women-headed households are vulnerable more than men-headed households in both countries. This is because poor adaptive capacity plus high sensitive livelihood sectors of the women-headed households compels more exposure to climate-related natural disasters. The study found that the adaptive capacity of farm households should be empowered with a better informed early warning system, improved investment in water resource utilization, and management of water resources while addressing the norms and cultures which put additional burdens on women. Providing more training opportunities, diversification of livelihood income activities, and promoting social cohesion through better engagement from both private and public organizations will ultimately reduce the climate change vulnerability of men- and women-headed households in Myanmar and Vietnam.

The contributors also examine resilience by identifying how households responded to these recent economic events in order to cope with their impacts. Findings indicate that households are vulnerable to a range of shocks and often struggle to cope with their impacts. Shocks are making it harder for households to meet their basic needs. Households in Melanesia are facing increasing demands for money, in particular for school fees, basic foodstuffs and customary obligations. Concurrently, there are limited domestic opportunities for formal employment. Traditional social support networks are strong and are an important form of resilience. However, there is evidence that they are disintegrating. Of particular focus are the gendered impacts. Women are found to bear a disproportionate share of the burden in adjusting to household shocks. The authors highlight key areas in which public policy and development programmes can reduce household vulnerability and increase their resilience to future economic shocks.
