Book Synopsis Economic Development in the Gulf Cooperation Council Countries by : Héla Miniaoui
Download or read book Economic Development in the Gulf Cooperation Council Countries written by Héla Miniaoui and published by Springer Nature. This book was released on 2020-10-26 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book delves into the economic development of the six Gulf Cooperation Council (GCC) countries. Since the 1960s, the GCC states have harnessed their potential to exploit the wealth accrued from the oil boom to build their infrastructure and grow their economies. However, the high level of dependency on oil as the primary source feeding their output made their economies volatile and vulnerable to fluctuations in the global oil prices. Moreover, the plunge in oil prices and the threat of depletion of this natural resource pose serious challenges to the GCC countries. Consequently, the GCC governments have realized the importance of diversifying their economies following the need to move away from reliance on hydrocarbon. This book contributes to the theoretical literature by enriching the debate on the transition of the GCC countries from rentier states to diversified economies. It helps students and scholars understand this transformation with an expansive comprehension of the contemporary challenges facing the region, as well as outlining prospects for the future.

Book Synopsis Bridging the Gulf: EU-GCC Relations at a Crossroads by : Silvia Colombo
Download or read book Bridging the Gulf: EU-GCC Relations at a Crossroads written by Silvia Colombo and published by Edizioni Nuova Cultura. This book was released on 2014-05-27 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: Relations between the European Union (EU) and the Gulf Cooperation Council (GCC) are at a crossroads. After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The book is the result of the research conducted in the framework of the project ‘Sharaka – Enhancing Understanding and Cooperation in EU-GCC Relations’ co-funded by the European Commission.

The book goes on to address several key questions raised in the year since the inception of the Istanbul Cooperation Initiative (ICI): Is the initiative a framework for consultation on Gulf and regional security issues? Is it a security initiative or a defensive one? Even more importantly, how was this initiative developed? Was there a mutual eagerness, on the part of NATO or that of the four Gulf States, to develop it? Is it possible for the initiative to be redeveloped and have other dimensions and outlooks in the future? Throughout the book, the author provides a comprehensive understanding and assessment of NATO's policies and their impact on the security of the Arab Gulf region.

Book Synopsis The European Union and the Gulf Cooperation Council by : Adel Abdel Ghafar
Download or read book The European Union and the Gulf Cooperation Council written by Adel Abdel Ghafar and published by Springer Nature. This book was released on 2021-08-03 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive assessment of the various dimensions of the relationship between the European Union and the Gulf Cooperation Council, and highlights how relations are yet to reach their full potential. Despite both parties sharing a number of common interests, including trade, energy, climate change, security and cultural cooperation, the multilateral cooperation framework remains limited, with most engagement taking place bilaterally, between individual European and GCC countries. The book reassesses the potential and prospects for the EU’s engagement with GCC countries based on the recalibration and reconciliation of both parties’ national and regional interests. Taking a thematic approach, each of the three sections of the book examines a key dimension of the relationship, its current status and its path forward.

Oil production – which depends on OPEC+ decisions – will be subdued in the near term. Inflation is contained and current account surpluses are high. Fiscal balances remain healthy, supported by fiscal reforms and high oil prices. The primary non-oil deficits are expected to decrease to 24 percent of GDP by 2028, with higher non-oil revenue reflecting sustained fiscal and structural reforms and contained expenditures. High global uncertainty is weighing on the outlook.
Book Synopsis Virtues and Fallacies of VAT: An Evaluation after 50 Years by : Robert F. van Brederode
Download or read book Virtues and Fallacies of VAT: An Evaluation after 50 Years written by Robert F. van Brederode and published by Kluwer Law International B.V.. This book was released on 2021-08-09 with total page 615 pages. Available in PDF, EPUB and Kindle. Book excerpt: Value-added tax (VAT) is a mainstay of revenue systems in more than 160 countries. Because consumption is a more stable revenue base than other tax bases, VAT is less distorting and hence more likely to encourage investment, savings, optimum labor supply decisions, and growth. VAT is not without criticism however, and faces its own specific technical and policy challenges. This book, the first to thoroughly evaluate VAT from a global policy perspective after over 50 years of experience with its intricacies, offers authoritative perspectives on VAT’s full spectrum—from its signal successes to the subtle ways its application can undermine revenue performance and economic neutrality. The contributors—leading tax practitioners and academics—examine the key policy issues and topics that are crucially relevant for measuring the success of the tax in the first part of the book, including: revenue generation and revenue efficiency; single rate versus multiple rates; susceptibility to fraud; exemptions and exceptions; compliance cost for businesses; policy and compliance gaps in revenue collection; adjustment rules caused by the transactional nature of the tax; transfer pricing issues; treatment of vouchers; permanent establishments and holding companies; payment of refunds; cross-border digital transactions; and supplies for free or below cost price. The second part offers six country reports—on New Zealand, Japan, China, Colombia, Ethiopia, and India—to demonstrate the different ways in which VAT operates in a variety of national economies. Whether a government is contemplating the imposition of a general consumption tax for the first time or new rules for applying an existing one, it is important for policymakers to keep central the aim to design a tax that realizes optimal efficiency and causes minimal distortions. This invaluable book serves as an expert guide to VAT policy development in this area. It will be welcomed not only by concerned government officials but also by tax professionals (both lawyers and accountants) and academics in tax law.

Book Synopsis The Future of Oil and Fiscal Sustainability in the GCC Region by : Mr.Tokhir N Mirzoev
Download or read book The Future of Oil and Fiscal Sustainability in the GCC Region written by Mr.Tokhir N Mirzoev and published by International Monetary Fund. This book was released on 2020-02-06 with total page 55 pages. Available in PDF, EPUB and Kindle. Book excerpt: The oil market is undergoing fundamental change. New technologies are increasing the supply of oil from old and new sources, while rising concerns over the environment are seeing the world gradually moving away from oil. This spells a significant challenge for oil-exporting countries, including those of the Gulf Cooperation Council (GCC) who account for a fifth of the world’s oil production. The GCC countries have recognized the need to reduce their reliance on oil and are all implementing reforms to diversify their economies as well as fiscal and external revenues. Nevertheless, as global oil demand is expected to peak in the next two decades, the associated fiscal imperative could be both larger and more urgent than implied by the GCC countries’ existing plans.
Book Synopsis Economic Diversification in the GCC by : Mr.Tim Callen
Download or read book Economic Diversification in the GCC written by Mr.Tim Callen and published by International Monetary Fund. This book was released on 2014-12-23 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The economies of the six Gulf Cooperation Council (GCC) countries are heavily reliant on oil. Greater economic diversification would reduce their exposure to volatility and uncertainty in the global oil market, help create jobs in the private sector, increase productivity and sustainable growth, and help create the non-oil economy that will be needed in the future when oil revenues start to dwindle. The GCC countries have followed many of the standard policies that are usually thought to promote more diversified economies, including reforms to improve the business climate, the development of domestic infrastructure, financial deepening, and improvements in education. Nevertheless, success to date has been limited. This paper argues that increased diversification will require realigning incentives for firms and workers in the economies—fixing these incentives is the “missing link” in the GCC countries’ diversification strategies. At present, producing non-tradables is less risky and more profitable for firms as they can benefit from the easy availability of low-wage foreign labor and the rapid growth in government spending, while the continued availability of high-paying and secure public sector jobs discourages nationals from pursuing entrepreneurship and private sector employment. Measures to begin to address these incentive issues could include limiting and reorienting government spending, strengthening private sector competition, providing guarantees and financial support for those firms engaged in export activity, and implementing labor market reforms to make nationals more competitive for private sector employment.
Book Synopsis Fair Taxation in the Middle East and North Africa by : Mario Mansour
Download or read book Fair Taxation in the Middle East and North Africa written by Mario Mansour and published by International Monetary Fund. This book was released on 2015-09-02 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fairness – and what governments can do about it – is at the forefront of economic and social debate all over the world. In MENA, this has been at the core of recent political transitions but has not been adequately addressed. This SDN explores how tax systems – a critical interface between the state and citizens – can play a role in meeting demands for greater economic fairness in MENA countries. The SDN finds that for countries with well-established non-hydrocarbon tax systems (mostly oil importers) reforms should focus on simplifying tax structures and introducing more progressivity of personal income taxes, broadening tax bases, and better designing and enforcing property taxes. Tax administration should be more efficient and user-friendly while simplifying tax regimes will reduce the scope for arbitrary implementation. MENA countries with less established non-hydrocarbon revenue systems can begin with a “starter pack” that includes introduction of low-rate value-added and corporate income taxes, excises, and property taxes while building up administrative capacity and taxation expertise together with plans for introducing a personal income tax. Across the region, effective communication, transparency, and constructive dialogue between the State and citizens are critical to the success of reforms.
Book Synopsis Power and Politics in the Persian Gulf Monarchies by : Christopher Davidson
Download or read book Power and Politics in the Persian Gulf Monarchies written by Christopher Davidson and published by Oxford University Press, USA. This book was released on 2011-10 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In command of the world's largest hydrocarbon reserves and occupying a central role in both Middle Eastern and global politics, the six traditional monarchies--Saudi Arabia, Bahrain, Kuwait, Oman, Qatar and the United Arab Emirates (UAE)--that comprise the Gulf Cooperation Council are now among the most heavily researched yet most commonly misunderstood actors in the international system. Christopher Davidson, an acclaimed expert on the fast moving politics and economics of the Gulf, together with five other leading authorities on the region, has brought together a unique collection of comprehensive yet highly accessible analyses of these six states. Following a succinct theoretical overview of the various achievements, opportunities, and collective challenges faced by the monarchies, each chapter discusses their individual historical backgrounds, political structures, economic diversification efforts, and future prospects. Drawing on the latest research in the field, the most up-to-date statistics, and written in a frank and critical manner, this textbook is a valuable addition to university reading lists on Middle Eastern studies or political science, while also appealing to the general interest reader.
Book Synopsis When Can Oil Economies Be Deemed Sustainable? by : Giacomo Luciani
Download or read book When Can Oil Economies Be Deemed Sustainable? written by Giacomo Luciani and published by Springer Nature. This book was released on 2020-09-30 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book questions the stereotype depicting all Gulf (GCC) economies as not sustainable, and starts a critical discussion of what these economies and polities should do to guarantee themselves a relatively stable future. Volatile international oil markets and the acceleration of the energy transition has challenged the notion that oil revenues are sufficient to sustain oil economies in the near to medium term. But what is the meaning of economic sustainability? The book discusses the multiple dimensions of the concept: economic diversification, continuing value of resources, taxation and fiscal development, labor market sustainability, sustainable income distribution, environmental sustainability, political order (democracy or authoritarianism) and sustainability, regional integration. The overarching message in this book is that we should move on from the simplistic branding of the Gulf economies as unsustainable and tackle the details of which adaptations they might need to undertake.
