The report US-Honduras Remittance Corridor: Acting on Opportunity to Increase Financial Inclusion and Foster Development of a Transnational Economy provides an overview of remittances and migration between the Honduras and the United State. The report analyzes the remittance regulatory and market environment, financial inclusion strategies by financial institutions, transnational economic activities, and the impacts of remittances on the Honduran economy. The chapter 2 provides analysis of remittance market environment including factors that influence migrants' choices of remittance channels, remittance market by type of remittance service providers, and cost of sending remittances. The chapter also analyzes regulatory frameworks including detailed requirements for financial institutions to conduct remittance services and requirements to comply with the anti-money laundering and combating the financing of terrorism framework in both the United States and Honduras. The chapter 3 examines remittances and access to financial services as well as financial inclusion strategies by financial institutions. The chapter four analyzes the development impact of remittances in rural Honduras through transnational economy, networks and diaspora engagement. These analyses of the U.S.-Honduras remittance corridor have led to a set of policy recommendations for the authorities of Honduras and the United States. Regulatory reforms in the remittance markets are urgently recommended in order to promote the integrity and efficiency of money transfer businesses. The report also recommends the development of financial infrastructures in rural areas for better distributions of remittances. It is recommended that public policy be directed to building an environment for diaspora's investments in the community and local business for exports to Honduran communities abroad.

In contrast to other remittance corridors in the world, most transfers in this corridor are channeled in the United States through the formal sector, and distributed in Guatemala through the banking system. However, both senders and receivers have little access to financial products and services. This study argues that in a country characterized by high income inequality and low and concentrated access to credit, the large role played by domestic banks in distributing remittances seems promising in terms of creating a point of contact that could lead to cross-sales of other financial services. The report also argues that authorities have an important coordination and catalytic role to play, for increased efficiency in remittance intermediation, fostering competition, and ultimately highlighting the potential for greater access. For the home country, the negative impact from emigration on labor resources and productivity seems to outweigh growth gains from remittances, notably for the Caribbean. However, given emigration, remittance flows play key financing and stabilizing roles in Central America and the Caribbean. They facilitate private consumption smoothing, support financial sector stability and fiscal revenues, and help reduce poverty and inequality, without strong evidence for harmful competitiveness effects through shifts in the real exchange rate.

Between 1991 and 2006, the combined flows of total remittances reaching the Caribbean have averaged almost 17 percent annual growth, surpassing US$6 billion in 2005 and overtaking the region’s total ODA and FDI inflows. In addition, remittances represent more than 20 percent of the domestic gross domestic product (GDP) in some Caribbean countries and have played a significant role in lessening both balance of payment deficits and the impact of natural disasters to which the region is particularly vulnerable. This study undertakes an analysis of the various dynamics underlying the Canada-Caribbean remittance corridor, including Caribbean migration issues and diaspora dynamics, remittance market landscapes, and regulatory frameworks. The study is intended to assist Canadian and Caribbean national authorities to sustain the continued growth and competitiveness of their remittance industries, while protecting them abuse by criminals. The study particularly emphasizes continued policy improvements in each country’s regulatory framework to improve financial sector development and to enhance poverty reduction.

A meaningful expansion of fintech remittances necessitates an enabling regulatory environment for digital financial services, and KYC and AML/CFT requirements proportionate to the value of transfers.

In recent years, Latinos—primarily Central American migrants—crossing the southern border of the United States have dominated the national media, as the legitimacy of their detention and of U.S. immigration policy in general is debated by partisan politicians and pundits. Among these migrants seeking economic opportunities and fleeing violence from gangs and drug traffickers are many Central American Garifuna. This fascinating book is the long-overdue account—written by a Garifuna New Yorker—of the ways that Garifuna immigrants from Guatemala, Belize, and Honduras have organized themselves and become a vibrant presence in New York City, from the time of their first arrivals in the 1940s to the present. The author documents four generations of Garifuna people in New York City who were active in the organizations at the heart of their community. Garifuna organizations have expanded and diversified over time from being primarily concerned with simply providing a space to gather for social events and some self-help groups for seamen (who were the first migrants) to a wide variety of organizations today that range from those focused on culture—music, dance, religion, language, sports, media—to those concentrating on economic development, political engagement and representation, immigration issues, health concerns, and transnational projects related to the situation of Garifuna in their Central American communities. As the Garifuna population grew, their organized entities simultaneously increased. The legacy of the Garifuna ethnic group is one of heroic resilience: They challenged colonial European suppression and grew from an estimated population of 2,000 to a growing 600,000 in the present day. After wars defending their original settlement on the Caribbean island of St. Vincent, the remaining Garifuna were rounded up and expelled from the territory to Central America, and from there they eventually immigrated to the United States. In New York City, an estimated 200,000 Garifuna live in the five boroughs, with their largest population in the Bronx. Having overcome numerous challenges, this Black/ Indigenous ethnic group is now known for its significant involvement in both Central American as well as U.S. societies. The Garifuna are integrated into the fabric of New York City as a distinctive Afro-Latinx/African Diaspora ethnic group known for its cultural and political impact. Garifuna organizations are at once concerned with creating alliances with a diversity of many other groups and also focused on dealing with issues specific to the unique culture, history, and situation of the Garifuna. They provide an interesting case study on whether and how Black ethnic groups assimilate with African Americans. And awareness of this group, its culture, and its contribution to American society is essential to understanding a growing segment of the expanding diverse Latino presence in the United States.
