Book excerpt: Excerpt from The Universalist Quarterly and General Review, 1849, Vol. 6 Moreover, it ought to be remembered, that every new form of belief, which claims the attention of mankind, is, very naturally, first contemplated as a whole; and that a considerable portion of time may be expected to elapse before men will be induced, or feel prepared, to exercise their minds upon each part separately, and to mark the relation that one part holds to another. We may dis cover a great, central truth, and allow our minds to dwell upon it with intense thought, and deep interest; while many subordinate truths, which, so to speak, derive all their life and power from it, may remain unappreciated and unknown. In these cases, we proceed in much the same way as in acquiring the knowledge of language. We learn to speak before we study grammar, which is the science of the relation of words to each other. The first advocates of any Opinions, new to their contempora ries, and treated as pernicious heresies, have commonly exhibited their mental strength in arguments of a general nature, rather than in minute and particular considera tions, illustrative of the relations and bearings of distinct ideas, which have subsequently been arranged, and com bined, and dignified by the name of a system. This arrangement and combination cannot be effected at once. Circumstances, that will elude the forecast of the shrewd est and most intellectual of the original promulgators of a new doctrine, will hereafter arise, and contribute to the developement of principles, which must have their places in his system, though they were previously unknown to himself. Learned they must be, at any cost, as the indispensable prerequisites to human liberty. And the miseries of the age are attributable not so much to the spirit of the history of the times, as to the mad and determined opposition of blind law lessness. The individual must yield to the historic progress of the age, or be crushed beneath its resistless power. Hence was it that government assumed an arbitrary character, which made a reaction necessary in after times. I repeat it, we must not be surprised at the severity and even cruelty with which the governments of the times were characterized. Even in our own times the principle involved, is approved, and in this age and country finds a practical illus tration. The laws of our government are imperious in their demands, and insist upon obedience with the severest of sanc tions. Life itself is held to be a subordinate interest. And the government of these United States, mild and humane as it is, will not hesitate to assert its majesty and the supremacy of its laws at the expense, if needs be, of millions of treasure, and rivers of human blood. So too in the family; the child that submits not to the authority therein lodged, lays himself oh noxious to the severest penalty which it is in its province to in flict. The reduction then, of the elements of unbridled law lessness, as they confronted the institutions of past history, called forth that terrible rigor which the historic page narrates, and it is not saying too much when we declare that milder measures would not have been adequate to the task. Even though they disagreed about the desired end state, Argentines of all political stripes could agree on the need for economic independence and national sovereignty, which would be brought about through the efforts of a national bourgeoisie. James Brennan and Marcelo Rougier aim to provide a political history of this national bourgeoisie in this book. Deploying an eclectic methodology combining aspects of the &“new institutionalism,&” the &“new economic history,&” Marxist political economy, and deep research in numerous, rarely consulted archives into what they dub the &“new business history,&” the authors offer the first thorough, empirically based history of the national bourgeoisie&’s peak association, the Confederaci&ón General Econ&ómica (CGE), and of the Argentine bourgeoisie&’s relationship with the state.
