The Republic of Chile was always ready to fulfil this condition' of the Treaty, but Peru refused to fulfil it. Negotiations which were entered into between the two countries o1er the question were inveri ably conducted by Chile in a spirit of sincerity which was calculated to p1omete an amicable settlement of the dispute, but the attitude adopted by the Peruvian Government in' carrying on negotiations was far' from sincere, and it made a point of frustrating the noble purposes of the Chilean Government. After prolonged negotiations in which Chile vainly endeavoured to reach an amicable agreement with Peru, _ the latter country withdrew tier diplomatic representative accredited to Chile in 1901. In 1905, however, diplomatic. Relations were restored between' the two counti1es, largely due to the efforts of the Chilean Foreign Minister.
