It centers on the primary efforts of the United States Air Force and allied air units to defend 10 key air bases within the Republic of Vietnam. Bien Hoa, on 1 November 1964, was the first base to be attacked and until the cease-fire in January 1973, these bases suffered a total of 475 attacks. Although there were initial deficiencies in staff support for base defense in such key areas as intelligence, motor vehicles, weapons procurement and maintenance, communications, and civil engineering, significant improvements had been made by the end of the Air Force's part in the war. The author, Lt. Col. Roger P. Fox, USAF (Ret.), wrote this volume while assigned to the Office of Air Force History. He brings judgments to his research based on his personal experience as a base security officer during the conflict. Thus, early on the morning of 4 December 1966, he rallied Air Force and South Vietnamese security forces to repel an enemy attempt to penetrate Tan Son Nhut Air Base, the center of Air Force operations in South Vietnam. For his gallantry in action on this occasion, he was awarded the Silver Star. This personal experience formed a foundation upon which he developed a keen insight into exploring the entire spectrum of air base defense, and upon which he has built a strong case for testing future plans and operations. The air war s inauguration with the nickname Rolling Thunder followed an eleven-year American effort to induce communist North Vietnam to sign a peace treaty without openly attacking its territory. Thus, Rolling Thunder was a new military program in what had been a relatively low-key attempt by the United States to win the war within South Vietnam against insurgent communist Viet Cong forces, aided and abetted by the north. The present volume covers the first phase of the Rolling Thunder campaign from March 1965 to late 1966. It begins with a description of the planning and execution of two initial limited air strikes, nicknamed Flaming Dart I and II. The Flaming Dart strikes were carried out against North Vietnam in February 1965 as the precursors to a regular, albeit limited, Rolling Thunder air program launched the following month. Before proceeding with an account of Rolling Thunder, its roots are traced in the events that compelled the United States to adopt an anti-communist containment policy in Southeast Asia after the defeat of French forces by the communist Vietnamese in May 1954.

Due to questionable political policies and decision-making, only sporadic and relatively ineffective use had been made of air power's ability to bring great force to bear quickly and decisively. The United States and its Air Force experienced a decade of frustration made more painful by the losses of its personnel killed, wounded, or taken prisoner. Fighting resolutely and courageously, the Air Force played the decisive role in forcing North Vietnam to the peace table in 1973. The demands of the Vietnam War forced new developments such as laser-guided-bombs that would eventually radically transform the shape of air warfare.

Frederick Kiley earned a Ph.D. in English from the University of Denver. A retired Air Force colonel, he was a professor of English at the Air Force Academy prior to serving in Vietnam as an adviser to the Vietnam Air Force. He is a leading authority on prisoners of war and the author of Satire from Aesop to Buchwald and A Catch-22 Casebook. From 1984 to 1997 he was Director of the National Defense University Press and headed the NDU Research Fellows Program.
