Book excerpt: Local government is at the forefront of development. In South Africa the ambitious policy objectives of post-apartheid reconstruction and development hinge on the successful creation of a democratic tier of government close to the people. An entirely new system of 'developmental local government' has thus been introduced. As is the case in many developing countries, the responsibilities of municipalities in South Africa have been extended dramatically, often without adequate resources. Managing municipalities for development therefore requires political will and strategic intervention. The book provides a comprehensive introduction to developmental local government. It includes: the design of the new local government system and the issues posed by decentralisation; an overview of specific challenges of urban and rural municipalities; a discussion of special issues facing local government including poverty, gender and environment; new tools for local government, including budgeting, indicators, municipal partnerships and capacity building.

Available in PDF, EPUB and Kindle. Book excerpt: This book concerns the role of the state in achieving development. In many developing countries conventional wisdom concluded that development is best achieved through a centralised development strategy. The failure of this centralised development strategy has brought about the emergence of decentralisation to local government as one of the means to turn the tide of underdevelopment. This book presents decentralisation not only as a manifestation of 'good governance', but also as an indispensable tool towards development. The central question, however, is the following: how should the transitional state convert this into constitutional and legal arrangements? The author proposes a model for capturing the developmental role of local government in institutional arrangements. The new design for local government, put forward in South Africas 1997 Constitution, is based on the notion that local government should be the epicentre of development. This has prompted the author to use this South African concept as well as the first experiences with the implementation of the new local government dispensation as a case study. The importance of the book thus lies in the fact that it produces an institutional model for developmental local government that is not only based on development and decentralisation theories but is also tested in practice. It is hoped that those with an interest in the role of the state in development will find the arguments and conclusions useful. The book also provides a comprehensive overview of the South African design for local government, which is of interest to lawyers, policy makers and other parties involved in the implementation of the South African decentralisation strategy. Jaap de Visser teaches public law at the Law Faculty of Utrecht University in the Netherlands. Until the end of 2002, he worked as a researcher for the Community Law Centre (University of the Western Cape), specialising in local government law.

Available in PDF, EPUB and Kindle. Book excerpt: Why are even progressive local authorities with the ‘will to improve’ seldom able to change cities? Why does it seem almost impossible to redress spatial inequalities, deliver and maintain basic services, elevate impoverished areas and protect the marginalised communities? Why do municipalities in the Global South refuse to work with prevailing social informalities, and resort instead to interventions that are known to displace and aggravate the very issues they aim to address? Local Officials and the Struggle to Transform Cities analyses these challenges in South African cities, where the brief post-apartheid moment opened a window for progressive city government and made research into state practices both possible and necessary. In debate with other ‘progressive moments’ in large cities in Brazil, the USA and India, the book interrogates City officials’ practices. It considers the instruments they invent and negotiate to implement urban policies, the agency they develop and the constraints they navigate in governing unequal cities. This focus on actual officials’ practices is captured through first-hand experience, state ethnographies and engaged research. These reveal day-to-day practice that question generalised explanations of state failure in complex urban societies as essential malevolence, contextual weakness, corruption and inefficiency. It is hoped that opening the black box of the workings of state opens paths for the construction of progressive policies in contemporary cities.

Available in PDF, EPUB and Kindle. Book excerpt: Language in South Africa (LiSA) debates the role of language and language planning in the reconstruction, development and transformation of post-apartheid democratic South Africa. The 1996 constitution of South Africa is founded on the political philosophy of pluralism and is directed at promoting democratic values, equity and non-discrimination, human rights, national unity and the development of all the country’s communities. The question asked in LiSA is how language planning can contribute towards the attainment of these national ideals. Set against the language political realities of the country — the a-symmetric power relations between the languages; the striking differences in the structural; functional and symbolic adaptation of the official languages; and the many language-related problems in the country — it debates the role of language in state administration, national integration, educational development and economic development. The volume concludes with a discussion of language development and language management.
