Available in PDF, EPUB and Kindle. Book excerpt: Hand held fire extinguishers (Halon 1211 and Halon 1301) were evaluated in a four-passenger Cessna Model 210C aircraft. The aircraft was operated in the FAA's Technical Center airflow facility under simulated flight conditions. Extinguishers were discharged without fires to determine the dissipation rate and toxicity levels of Halon extinguishing agents. Agent concentrations dissipated rapidly. Analysis of dose calculations demonstrated that 2.5 pound Halon 1211 and 3.0 pound Halon 1301 extinguishers were safe in the four-passenger test aircraft. Dose calculations for the pilot were a maximum of 60 percent of the limit for halon 1211, and maximum dose was 31 percent of the limit for Halon 1301. Stratification of the Halons together with cabin ventilation resulted in safe conditions for the pilot. Distribution of extinguishing agents under the instrument panel was investigated. When the extinguishers were discharged on either the pilot's or the copilot's side, four percent concentration was measured on the side opposite of the discharge of the extinguishers. Extinguisher gas stratification was determined by measuring agent levels on the cabin floor.

Agent requirements for firefighting operations would be greatly reduced, in comparison to conventional agents, most of which evaporate en route to a fire when delivered as streaming agents. Greatly extended throw ranges would result in increased safety for firefighters, since NYP agents can be projected from much greater distances. This improved agent system may be beneficial in terms of optimizing usage of Halon streaming agents in the Halon Bank. NYP agents can be incorporated into fire preventive paints and resins which will release Halon agents upon exposure to high heat.

This report reviews available toxicological data on CF3I and evaluates the scientific basis of the U.S. Army's proposed exposure limit of 2,000 parts per million (ppm). The report recommends that CF3I be used for fire suppression in normally unoccupied spaces because of its potential to cause cardiac sensitization in test animals. The report also recommends that further genotoxicity testing be conducted (testing for changes in genetic material), and that CF3I be assessed for its potential to cause cancer. Should the Army decide to use CF3I, information should be collected and evaluated on how much of the chemical or any of its degradation products might be released and how often.

Under the Montreal Protocol, halon production in the developed countries was banned from 1st. EU Regulation (EC) No 2037/2000 on substances that deplete the ozone layer controlled marketing and use of halons (1211, 1301 and 2402). Exceptions were made for a list of uses of halons in areas defined in annex 7 as critical uses. This report contains information on current areas of use of halon in the Nordic countries, Denmark, the Faeroe Islands, Greenland, Finland, Iceland, Norway and Sweden. The information was gathered by using contacts in the fire, security and defence fields, together with communications by mail and e-mail to other contacts and potential contacts as well as extensive Internet searching.

Book excerpt: An international consensus to remove chlorofluorocarbon (CFC) compounds from production and U.S. national policy to implement the resulting protocols has motivated the U.S. Air Force to embark on a program to find a suitable replacement for halon 1211, currently used to extinguish flight line fires. This research addressed the feasibility of conducting a combustion toxicology (CT) program to assess the toxic products of the combustion interaction of JP-8 and the group 1 or so-called "near term" candidate replacement agents for halon 1211: HCFCs -123, -124, and 124b. A laboratory scale experiment benchmarked on large scale testing of a 150 ft2 pool fire was developed on the basis of Froude scaling of the full scale and investigation into the use of animal behavior methods as an indicator of human incapacitation was conducted. The result is a new method which may potentially be utilized for future toxicity studies of the combustion interaction of current and future U.S. Air Force fuels with various fire extinguishants.
